How The Grid Structure Shapes The Community Resilience Ability

There is a strong mechanism plasticity inside the grid structure,which enables the community resilience ability to expand.With the deepening of the policy of sinking the focus of governance,the improvement of community governance capacity has continuously attracted the attention of the state and the society.As the basic unit of social governance,the community has the title of "the last kilometer" of social governance.How to open up this "last kilometer" and build a good "bridgehead" of public interests has become the key to the modernization of the social governance system and governance capacity.Grid structure can be scattered within the community family,and by the grid member of its jurisdiction within the scope of the grid community components monitoring and coordination,with the help of social forces in government level,functions and departments of all through efforts,to achieve accurate,meticulous community governance activities,provide reference for improving community toughness ability construction in our country.Based on the perspective of resilience governance,this paper uses the theory of structure function and collective action,and uses field research and case study methods to study the resilience of the community grid structure in Qinhuangdao city.Firstly,according to the theory of resilience governance and the concept of structural influence behavior,propose the four dimensions of community resilience —— physical resilience,system resilience,subject resilience and psychological resilience,and construct the "structural —— resilience" analysis framework;secondly,the analysis framework is verified from the material basis,the platform building,guiding the actor participation,providing the action mechanism and the logical order of collective action;finally,the corresponding enlightenment is obtained.Studies found that Qinhuangdao community grid structure is a multi-level,two-way interaction structure,in the process of governance mainly play the role of the platform and influence behavior,through innovation organization system,set operation rules,guide the actors to participate in,hatch community organizations,in actors,cognitive,build community identity and emotional community,strengthen the community of the community attributes,build community self strengthening mechanism.In the whole process,the grid structure effectively strengthens the community governance capacity by building the resilience foundation of the community.
