Research On Optimization Of Document Processing Process In F District Government Office Of Qinhuangdao City

Official documents,as an important means for the Party and administrative organs to perform management functions and handle specific affairs,play a guiding role in various fields of national politics,economy,and social life.The superior organization adopts the method of issuing official documents for hierarchical management and written command,while the subordinate organization reflects the situation through the submission of official documents and accepts policy arrangements,forming an operational mechanism for information exchange and delegated actions in official management activities.In today’s rapidly developing economy and society,information technology is also constantly advancing,and higher requirements have been put forward for the quality and processing efficiency of official documents.Although the F District Government Office of Qinhuangdao City has established a document processing process,there are still some problems in the document processing process that need to be addressed urgently.The paper selects the official document processing process of the F District Government Office in Qinhuangdao City as the research object,and uses literature review,observation and investigation methods,and normative research methods to study the problems in the official document processing process of F District Government Office in Qinhuangdao City.The paper defines the relevant core concepts and interprets the relevant theories.It describes the basic process of document processing in the F District Government Office of Qinhuangdao City from the aspects of document transmission,document receiving,document issuing,and document archiving.It briefly introduces the effectiveness of document flow processing in the F District Government Office of Qinhuangdao City,and lists some problems that exist in the process of document flow processing,The main issues include non-standard transmission of official documents,low efficiency in receiving documents,poor quality in sending documents,and untimely archiving work.Through research and analysis,it is concluded that the reasons for the problems in the official document processing process of the F District Government Office in Qinhuangdao City are insufficient attention to official document processing work,incomplete official document processing process system,and overly traditional official document processing system.Based on the theory of document lifecycle,new public management,and government process reengineering,solutions have been proposed from three aspects to address the issues that have arisen: firstly,improving process activities by improving ideological awareness and work capabilities;The second is to promote process optimization by improving the working system of the official document processing process;The third is to achieve process reengineering by improving the intelligence level of official document processing processes.
