Study On The Optimization Of Collaborative Governance Of Community Corrections In Huaning County

In 2003,the community correction in our country began to pilot,in 2005,Yunnan Province began the community correction pilot,in 2009,the judicial administrative organs became the competent department of community correction,so far,this year has been the fourteenth year for China to carry out community correction work.The judicial administration department has taken over the community correction work within its jurisdiction since 2009.The Law of the People’s Republic of China on Community Correction has come into force and has been officially implemented nationwide.It is of great significance and far-reaching impact.It is a milestone in the long-term development of community correction in China,marking that community correction has entered a new situation with laws to follow from now on.From the perspective of "collaborative governance",this paper studies the object of community correction management in Huaning County.In the early stage,it collected and read the company’s yearbook,the 30 Years of Judicial Administration in Huaning compiled by the company,and books related to community correction business.In combination with questionnaires and interviews with relevant personnel,it has grasped the development history of community correction work in Huaning County,the basic situation of community correction objects,and work processes.Sort out relevant literature,learn from the excellent experience and practices of advanced regions in China,and compare them to find their own shortcomings and propose suggestions that are suitable for the county situation to improve.Huaning County has taken measures such as setting up community correction management institutions led by party committees,convening joint meetings on politics and law,encouraging multiple subjects to participate in management,jointly carrying out community correction law enforcement inspection,signing community correction agreements,and popularizing the use of an integrated platform for wisdom correction,and so on.The work of community correction in the whole county has been steadily advanced,the political consciousness and legal consciousness of the object of correction have been enhanced,and the level of supervision and management of community correction has been further improved.At the same time,there are also some problems such as the lack of coordinated management of government subjects,the weak participation of social forces,the lack of coordination between social forces and government departments,and the lack of coordinated governance effect.The main reasons are that the mechanism of government participation is not formed,the social subject is short of guidance,the basis of cooperative governance is not perfect,and the guarantee system of cooperative governance is not perfect.In this regard,the paper proposes that the advanced experience of Beijing,Minhang District of Shanghai and Lin ’an District of Hangzhou can be used for reference,by perfecting the basis of multi-subject cooperative governance,strengthening the construction of government subject,strengthening the participation of social multi-subject in community correction,and perfecting the guarantee system of cooperative governance of community correction,improving the collaborative management of community corrections in Huaning County county.
