Green Procurement:The New Approach Of Government Ecological Management Ability Modernization

The traditional economic development take the road of economic "pressing" environment,which makes our economy in leap-forward development,environmental pollution in exponential growth and the ecological environment deteriorate continuously.To reverse the current ecological deterioration trend,the ecological transformation of the development model is imminent.To carry out ecological transformation,enough energy is necessary to drive this big transformation,which requires the modernization of government ecological management capacity.Promote the government ecological management capacity of modern,effective system arrangements indispensable.The green procurement system is beneficial to the benign interaction among the government,the enterprise and the citizen,which is beneficial to the formation of the multiple governance pattern.Therefore,it is an important approach to promote the modernization of the government's ecological management ability.China's government green procurement system has developed more than ten years,which plays an important role in supporting the environmental protection and promoting the modernization of the government's ecological management ability.But there are also a lot of problems in the process of green procurement system implementation,such as weakness in ecological management subjects' green procurement awareness,incompleteness in green procurement regulatory mechanism,limited in the scope and scale of green procurement,single in green procurement methods.That has hampered the perfection of the green procurement system and the functional effect,and also delayed the process of modernization of government ecological management capacity.The lack of government green procurement system are caused by many factors,which can be explored from different perspectives.This paper mainly focuses on the perspective of government governance capacity.Main reasons are that the lack ofgovernment's soft governance ability leads to the weakness in governance subjects' green procurement awareness,the lack of government's hard governance capacity leads to the incompleteness in regulatory mechanism and limited in scale of green procurement,the lack of government innovation ability makes the way of green procurement a single way.To promote the development of government green procurement system,the government's soft governance ability should be improved and the green procurement awareness of governance subjects should be enhanced;the government's hard governance ability should be improved and the green procurement regulatory mechanism should be perfected;the government's ability to innovate should be enhanced and the way of green procurement should be enriched.And finally promoting the process of modernization of government ecological management capacity.
