Research On Modernization Of Governance Ability Of County Government In Jinzhong City In The New Period

Xi Jinping pointed out in the Fourth Plenary Session of the Nineteenth Central Committee that the modernization of the national governance system and governance capabilities should be continued.This puts forward higher requirements for the improvement of national governance capacity at the policy level.Since the Eighteenth National Congress,the development of our country has entered a new era in the face of the development of the times and the increasingly diverse needs of the people.As an important part of national governance,government governance should make greater efforts in improving governance capabilities.As the basic unit of national governance,the county-level government has a slow process of modernizing its governance capabilities.This requires the county-level government to continuously improve its governance capabilities under the premise of the rule of law,and to move closer to the level of modernization.Therefore,the research on the modernization of the governance capacity of county-level governments is of great significance for ensuring social harmony and enhancing people's well-being.This article is guided by the new public management theory,new public service theory,and governance theory.Through the study of existing literature and the comprehensive use of research methods such as questionnaires and interviews,nine county-level governments in Jinzhong City are used as research objects.Starting from the concept of governance and governance capacity and the overview of the development of governance capacity of the county-level government of Jinzhong City,the county-level government of Jinzhong City sorted out the governance achievements from the aspects of economy,politics,culture and ecology.The people living in the county area sorted out through the survey the current county government's governance capacity modernization process,such as insufficient crisis prevention and control capabilities,insufficientrule-of-law construction capabilities,insufficient cooperation and co-governance capabilities,insufficient policy implementation capabilities,insufficient public service provision capabilities,Problems such as poor governance effects,on this basis,the causes of the problems were analyzed from a subjective and objective level,including the failure to establish a modern governance concept,insufficient investment in modern infrastructure economy,uneven quality of civil servants and the public 's Participation in government governance is not high.In order to solve the above problems and promote the process of modernization of the governance capacity of the county-level government of Jinzhong City,this paper proposes solutions according to the actual situation of Jinzhong City: establish a modern governance concept of administration by law,serving the people,and co-governance by multiple subjects Standardize administrative law enforcement,improve policy implementation capabilities;build a modern governance situation in which multiple subjects participate together,improve cooperation and co-governance capabilities;build a modern crisis prevention and control mechanism to enhance crisis prevention and control capabilities;ensure service quality and improve public service capabilities.Through the research and countermeasures on the modernization of governance capacity of county government in Jinzhong City,it aims to provide a certain reference for the improvement of service quality and administrative efficiency of county government in Jinzhong City.
