Study On Government Function In Rural Tourism Development Of Shaxian District,Sanming City,Fujian Province

Rural tourism as a form of tourism development and produce new formats,for our country "three agriculture" problem,the solution of the problems of harmonious development of urban and rural areas as a whole,and rural smooth implementation of the strategy of rejuvenating plays an important role in promoting.Under the background of the policy support of the state and governments at all levels and the change of tourists’ consumption concept,China’s rural tourism has achieved good development.On the one hand,rural tourism has obvious characteristics of market economy and is affected and restricted by the law of market economy.On the other hand,it has prominent public product attributes.In the development process,market failure will inevitably occur,resulting in waste of resources,blind development,vulgar cultural taste,vicious competition,serious damage to the ecological environment and other problems.This requires governments at all levels to realize the optimization of government functions in guiding,managing and supervising the development of local rural tourism.Thus,it can effectively avoid the negative influence brought by market failure.Based on the public management level,this paper takes the market failure theory and service-oriented government theory as theoretical support,selects the government function in the development of rural tourism in Shaxian District of Sanming City,Fujian Province as the research object,and expounds the current situation of government function in the development of rural tourism in Shaxian District.Then combined with the survey data and the interview results,Shaxian District in the development of rural tourism deep insight into the functions of the government the problems and causes.Research suggests that due to the Shaxian District government to indistinct definition of government function,the traditional regional development thinking inertia limit the unsmoothness of the pluralistic management system of power and responsibility,public service comprehensive security mechanism is not sound and rural tourism the limitation of such factors as the lack of professional management personnel,In the development of rural tourism in Shaxian District,there are some problems in government functions,such as imperfect planning and design of rural tourism,insufficient financial support,insufficient supply of public goods,limited promotion and driving effect,and loopholes in tourism market supervision.Finally,based on the successful experience of government functions in rural tourism development in Wuyuan,Anji and other counties,combined with the situation of Shaxian District,In order to optimize the government function in rural tourism development of Shaxian District,the paper puts forward five strategies:clarifying the function orientation of regional government,perfecting the channels of investment attraction,enhancing the supply of public products,improving the level of publicity and marketing and strengthening the market supervision.
