Study On The Optimization Of Emergency Governance In Community G,Yancheng

With the rapid development of China’s national economy,Reform and Opening have entered the stage of tackling the “deep water zone”,and various structural problems have become increasingly prominent.Our society has entered a period of high incidence of various emergencies,particularly in the last three years,due to frequent natural disasters,frequent safety accidents,and the impact of the COVID-19 epidemic,and the security situation is extremely bleak.Furthermore,the popularity of “low threshold” of “we media” such as Weibo and Tik Tok conveyed negative energy to a degree,rendered the social mood of depression and anxiety,and brought great tests and challenges to social governance,particularly emergency control.The community,as the basic unit of the city,is the primary location for residents to participate in social life,as well as the foundation and focal point of social governance.During COVID-19’s three years of epidemic prevention and control,community workers charged retrograde,established a people’s defense line,won the epidemic prevention and control war,and smoothly transitioned from emergency to daily state.However,it also revealed numerous problems and shortages.Against this backdrop,this study uses the G community in Yancheng as a starting point,its emergency control work as the research object,4R crisis management theory and community governance theory as the foundation,and conducts in-depth analysis and research through literature reading,empirical analysis,field interviews and other research methods.First,the research status and achievements of domestic and foreign experts and scholars in the field of urban community emergency control are systematically sorted out,and the distinction between community emergency control and emergency management is defined by combining the basic concepts and theories related to community emergency control,and the main contents,participants,and their respective responsibilities of community emergency control are clearly defined.Second,based on the basic situation of the G community,from the four stages of monitoring and early warning,reserve and support,rescue and disposal,recovery and reconstruction,this paper expounds the concrete practice,characteristic practices,and achievements of the G community in strengthening emergency control,analyzes its problems in four aspects: emergency plan,material guarantee,participants,and application of modern technology,and points out the causes.In other words,the foundation of “one case and three systems” in system construction is not solid,the awareness of disaster prevention is generally weak in ideology,the allocation of community resources in the security system is at the end,the participation mechanism does not form the collaborative governance model,and the application of intelligent technology is formalistic in technical means.Finally,this paper proposes practical countermeasures and suggestions from four perspectives: perfecting the system,strengthening propaganda and guidance,allocating adequate resources,and utilizing modern information technology.It aims to fill up the shortcomings of emergency management work in the G community and effectively improve the whole community’s disaster prevention,resilience,and disaster relief capabilities.
