Research On The Performance Of Government Functions In The Construction Of Characteristic Town In Sanmenxia City

In the report of the 19 th National Congress of the Communist Party of China,it was explicitly mentioned that the priority development of agriculture and rural areas should be taken as an important prerequisite to ensure the widespread implementation of the rural revitalization strategy.At the same time,the overall requirements of efficient governance,ecological livability,abundant living,and industrial prosperity should be put forward,and the policy system and institutional mechanism for urban-rural integration development should be constructed and improved to deeply promote the modernization of agriculture and rural areas.In promoting urban-rural integration and promoting rural revitalization,building characteristic towns is an important platform and effective way.It is not only conducive to promoting supply side reform and promoting local excellent traditional culture,but also helps to increase farmers’ income and increase agricultural product sales.The central document also explicitly proposes the need to expand the work of cultivating characteristic towns nationwide.Provincial relevant departments are responsible for carrying out the cultivation of regional characteristic towns,formulating corresponding policies and providing guidance for promoting regional development,and playing a supervisory role in the overall cultivation work.The county-level government is responsible for the cultivation of characteristic towns,such as formulating measures and policies to provide guarantee and support,integrating and ensuring that funds can be implemented,improving relevant institutional mechanisms,and coordinating and arranging projects to promote them.Township governments need to carry out practical cultivation work well.In terms of creating characteristic towns,grassroots governments are responsible for specific operational work and are the main force in implementing various policies and building towns,with their responsibilities being particularly important.In promoting the construction and development of characteristic towns,residents,enterprises,and governments have participated in it.By analyzing the actual behavior of grassroots governments,it is clear how they can fully play their role in creating characteristic towns,optimize their functions,and promote the sustainable and healthy development of characteristic towns.This article takes the health and wellness characteristic town in the urban-rural integration demonstration zone of Sanmenxia City as the starting point to study the performance of government functions in the construction process of characteristic tourism towns.The first chapter of this article mainly focuses on the research background,significance,and summary of domestic and foreign research.Chapter 2 of this article defines the basic concepts and connotations of characteristic towns,urban-rural integration demonstration zones,and grassroots government functions,and summarizes the new public service theory and service-oriented governmentRelevant theoretical knowledge such as government theory and cooperative governance theory.The third chapter of this article summarizes the basic conditions and construction process of the construction of the demonstration zone’s health care characteristic small town,and concludes that the management committee of the demonstration zone performs functions such as decision-making,coordination,service,and supervision in the process of small town construction.At the same time,the management committee of the demonstration zone has also encountered problems with government functions such as unequal rights and responsibilities of township governments,incomplete investment policy system,lack of core connotation connection in industries,weak team construction,and lack of professional talents.Through further analysis,it was found that these problems were caused by the poor operation of the organizational structure of the demonstration zone management committee,a lack of understanding of the concept of characteristic towns,inaccurate positioning of the development of characteristic towns,and a single means of attracting and cultivating talents.In response,the author proposes measures such as strengthening the organizational structure,clarifying the division of responsibilities,formulating a sound policy system,clarifying the development positioning,highlighting the characteristics of the town,and building a high-quality talent team.
