Research On The Fulfillment And Optimization Of Grassroots Government Functions In The Construction Of Characteristic Towns

In the context of new urbanization,characteristic towns serve as a development platform for urban-rural linkage,driving consumption while solving employment problems,promoting coordinated urban-rural development,and playing a crucial role in promoting rural revitalization and urban-rural integration.Sichuan characteristic towns have rapidly developed on the basis of the "Hundred Town Construction Action",ranking second in the first batch of national characteristic town cultivation lists.From this,it can be seen that local governments in Sichuan Province have mature construction experience and lessons learned for this task,and have achieved certain construction results.Due to its rich historical and cultural heritage,Guangdi Guiyuan,lychee characteristic industries,and unique geographical location,Zhaohua Town in Fushun County has been successively rated as a provincial-level pilot town for small towns,the fifth batch of Chinese historical and cultural towns,and the first batch of provincial-level characteristic towns in Sichuan Province.In August 2017,experts from four ministries,including the National Development and Reform Commission,inspected and concluded that "cultural relics protection,repair,and cultural inheritance are unique,and the development of cultural tourism ancient towns has identified the direction and breakthrough points.The construction results are obvious,and Zhaohua Town has a strong foundation for national level characteristic towns." Zhaohua Town has accumulated rich successful experiences and failure lessons from the "Hundred Towns Construction Action" pilot town to a provincial-level characteristic town,but it has failed to meet the national standard for characteristic towns.From the current perspective,there are still some construction difficulties in Zhaohua Town.As the primary body,the grassroots government urgently needs to reposition and examine its own functions,find a breakthrough direction,play a guiding role in the creation of characteristic towns,stimulate market entities,strengthen social participation,and achieve the acceleration of creation and cultivation.This article takes Zhaohua Town as an example and conducts in-depth research on the performance of grassroots government functions in the construction of characteristic towns in Zhaohua Town.Firstly,the research background and significance were elaborated,and domestic and foreign scholars’ research on characteristic towns was organized and analyzed.The core concepts of characteristic towns and grassroots government functions were pointed out.Based on the theoretical foundation of new public services and service-oriented government,the performance of grassroots governments in the creation of characteristic towns in Zhaohua Town was analyzed through literature research,field research,and interview methods,Point out the problems in the current construction of characteristic towns in Zhaohua Town,including insufficient planning and guidance functions,low public service levels,weak infrastructure construction,and lack of regulatory functions.Further analysis of the reasons: the administrative concept has not yet changed;The service system needs to be improved,the investment and financing system is single,and the management system is not yet sound.Provide opinions on the problems and reasons: optimize the planning guidance function,and orderly promote the construction of small towns;Strengthen the function of service supply and allocate public resources reasonably;Implementing organizational guarantee functions and consolidating the foundation of industrial development;Strictly implement regulatory functions and optimize the living environment of the township.By focusing on these efforts,we can break free from the functional difficulties faced by grassroots governments in creating characteristic towns and promote the healthy and sustainable development of these towns.
