Research On The Performance And Optimization Of Government Functions In The Construction Of Characteristic Towns

Due to the continuous improvement of China's national economic development level,the problem of widening the economic development gap between urban and rural areas has become more and more prominent.The economic development of many rural areas lags behind,a large number of labor is lost,and the level of social infrastructure construction is low.In order to narrow the gap between urban and rural economic development,China has carried out a series of positive poverty alleviation work,and many rural grassroots areas have also actively explored effective models for the development of township economy.In 2014,the idea of "characteristic town" was put forward,which provides a template for the development of rural economy in China.The idea of characteristic town is a positive measure to actively build rural economy,narrow the gap between rural economy and urban economy,and comprehensively promote poverty alleviation.Zhejiang provincial government is the first grass-roots government to put forward and implement the concept of characteristic town.Its achievements in the construction of characteristic town have been recognized by the Party Central Committee,and its successful experience is very worthy of promotion in the whole country.However,because the construction of Characteristic Towns in different regions has different situations,there is no universally applicable standardized mode.Even if the scheme and experience of Constructing Characteristic Towns in one region can be successfully applied in another region,it may not be successful.Therefore,in order to make the construction of many rural grassroots areas to form characteristic towns suitable for their own actual situation,we need to put forward specific problems and specific research combined with the local actual situation.In order to better build more characteristic towns in rural grassroots areas and promote the development of rural economy,this paper takes the local town government of W County in Shandong Province as the research object,investigates and studies the local construction of cultural and tourism towns,consults the materials related to the construction of characteristic towns,and makes field visits and interviews with relevant personnel,This paper analyzes the government functions in the process of characteristic town construction,and then points out the problems in the process of characteristic town construction,such as unreasonable planning,insufficient market mechanism,single financing channel,insufficient industrial support,etc,Refining the experience worthy of reference.Finally,the paper draws a conclusion that in the process of characteristic town construction,the government should play a good role as a guide and leader,provide support in concept,system and direction,co-ordinate all aspects of resources,broaden financing channels,strengthen the construction of talent team,build characteristic industrial chain,and ensure the role of market mechanism.At the same time,we need to create the brand of characteristic town,form the ecosystem,and make the propaganda play a full role in the construction of characteristic town.I hope that through this study,we can give support and help to the local town government of W county to better promote the construction of local characteristic towns,and also hope that through this study,we can provide reference experience for the construction of Characteristic Towns in other township areas of our country.
