Research On The Reform Of The System Of Hohhot Market Supervision

Advancing the transformation of government functions and institutional reform with the times is an objective requirement for China’s rapid economic and social development.With the gradual establishment of the market economy system,the market supervision system has always been in the process of dynamic adjustment,which is also an important part of the reform of previous government agencies.The Third Plenary Session of the 19 th CPC Central Committee made a top-level design on "improving the market supervision and law enforcement system",and the State Council issued an institutional reform plan for relevant market supervision departments according to the actual situation,integrating the functions of relevant departments in the field of market supervision,and establishing a large departmental system in the field of market supervision in order to better maintain market order.Taking Hohhot as an example,this paper conducts a special study on the local practice of market regulatory reform.The research methods used in this paper are mainly interview method of key people,questionnaire survey method,and statistical analysis method.The main theories used are modern government theory and administrative efficiency theory.This paper is divided into five parts: the first part introduces the background and significance of the research,sorts out and reviews the research literature on market regulatory reform at home and abroad,expounds the research ideas,content and methods of this paper,and expounds the possible innovations and shortcomings of this paper.The second part explains the core concepts of market supervision reform in Hohhot and introduces the modern government theory and administrative efficiency theory used in this paper.The third part reviews the market supervision reform in Hohhot,conducts a satisfaction survey on the market supervision reform in Hohhot,and expounds the methods and process of satisfaction survey.The fourth part analyzes the problems existing in the market supervision reform of Hohhot City on the basis of the satisfaction survey,and analyzes the reasons.The problems mainly include: ambiguous functional boundaries,incomplete institutional integration,imperfect regulatory system,and "deviation" in regulatory operations.According to the analysis of the existing problems,the main reasons include: hidden grades,loose organizational structure,imperfect system,and low administrative efficiency of the supervision process.The fifth part puts forward countermeasures and suggestions for improving the reform of local government market supervision.It mainly includes: further clarifying the boundaries of institutional responsibilities,optimizing human resource management,improving the construction of systems and mechanisms,and taking multiple measures to improve the administrative efficiency of the market supervision process.All these are of great significance to deepening the reform of grassroots market supervision in the western region,improving the operation of market supervision in Hohhot City,and maintaining market order.
