In the era of information globalization,information resources have exploded and knowledge exchange has become more frequent.Under the background of faster technological progress,shorter product innovation cycles,and increased R&D complexity,traditional closed innovation has gradually disintegrated,and companies can take advantage of external innovation capabilities.In recent years,the flow of innovation factors has developed from inside the company to outside the company,and has been able to break through the region.Cities are places to carry corporate innovation activities,gather innovation resources and elements,and provide enterprises with the institutional,economic and other environments needed for R&D and innovation.When enterprises need to carry out cross-regional innovation activities,they will encounter some obstacles,requiring the cooperation of various urban subsystems such as local government departments.With the continuous knowledge flow and innovation cooperation output,cities continue to generate connections and learning interactions to build urban innovation networks.Understanding the structural characteristics,motivations,and impact mechanisms of the city's innovation cooperation network is of great significance for advancing the construction of innovative cities,coordinating regional innovation systems,and improving the overall effectiveness of the national innovation system.The construction of an innovative city is inseparable from the top-level institutional design,and the co-construction and co-governance of regional technology markets also requires institutional support.In 2018,national leaders announced at the first China International Import Expo that the regional integration of the Yangtze River Delta has developed into a national strategy.As the Yangtze River Delta region is a very important strategic region in China,how to seize this major strategic opportunity has become an important hot spot.However,the integrated development of the Yangtze River Delta faces problems such as administrative barriers and market segmentation,which hinders the market-oriented flow of innovation resources.Local governments have greater power to manage activities within the city and less power to coordinate outside the city.The official exchange system is an important management system for strengthening the building of cadres.It can promote the learning effect between cities,reduce administrative barriers,improve the coordination and communication mechanism between cities,improve the level of government functions,and promote organic unity among cities.This paper uses the cooperative patent data among 26 cities in the Yangtze River Delta region to study the Yangtze River Delta city's innovation cooperation network from the perspective of local officials' exchanges,and uses social network analysis to analyze the status of cross-city innovation cooperation data.The research results found that:(1)The urban innovation network in the Yangtze River Delta region presents a multi-center spatial structure trend with Shanghai as the strong core,Nanjing and Hangzhou as the secondary cores,and Ningbo and Suzhou as the second largest "one main-two auxiliary-edges".In recent years,the performance of innovation cooperation among cities has shown a steadily increasing trend,but the closeness of the members in the city innovation network is not high enough at present,and the innovation cooperation capabilities of different cities are quite different.(2)Among the cities in the Yangtze River Delta,the exchange frequency of mayoral is higher than that of secretary.The correlation frequency of workplace is slightly higher than that of native place.Over time,the spatial scope of exchanges between local officials has expanded,and the relevance of exchanges between local officials and inter-city innovation cooperation has declined.(3)The exchange of local officials has significantly promoted inter-city innovation cooperation in the Yangtze River Delta region.Among them,The exchanges of party secretary has a significant positive effect on previous workplace related and hometown related cross-city innovation cooperation.The mayor exchange has a significant positive effect on the cross-city innovation cooperation related to previous workplace.(4)The geographical proximity,social proximity,and technological proximity of cities have a positive effect on the performance of inter-city innovation cooperation,and the impact of industrial proximity on the performance of inter-city innovation cooperation is negative.
