Research On The Protection Of The Rights Of Party Members Of The Communist Party Of China Under The Background Of The Construction Of Intra-Party Regulations And Systems

In December 2020,the Central Committee of the Communist Party of China issued the Regulations on the Protection of the Rights of Party Members of the Communist Party of China.This revision clarifies what rights Party members have and how to exercise them,what measures Party organizations should take to protect the rights of Party members,and the responsibilities,tasks,and accountability of Party organizations and leading cadres at all levels in the work of protecting the rights of Party members.This revision further promotes the institutionalization and standardization of the protection of the rights of Party members and provides an important institutional guarantee for giving play to the advantages of the Party’s leadership system,developing inner-Party democracy,highlighting the role of Party members as the main body,enhancing the vitality of the Party,and ensuring the correct exercise of rights by Party members.Through the study of the basic connotation of party members’ rights and the centennial exploration history of the protection of party members’ rights,this paper takes the theoretical origin as the logical starting point,comprehensively analyzes and comprehensively examines the actual situation of the institutionalization of party members’ rights over the past 100 years,summarizes lessons and lessons in a timely manner,and concludes that the construction of the CPC’s party member rights protection system has tended to be perfect since the 18 th National Congress.At present,a system for safeguarding the rights of Party members has taken initial shape,with the Constitution of the Communist Party of China as the cornerstone,the Regulations of the Communist Party of China on the Protection of the Rights of Party Members as the framework,the norms,measures and detailed rules as the main points,and other internal Party regulations as supplements.However,from the perspective of the “three major systems” of the construction of internal party laws and regulations,there are still some problems in the CPC’s system of guaranteeing the rights of party members,such as the imperfect construction of the system for guaranteeing the rights of party members,the inefficient operation of the implementation system of the system for the protection of the rights of party members,and the relatively backward system for the protection of the rights of party members.Therefore,this paper takes the construction of internal party laws and regulations as the background and constructs the protection path of the rights of CPC members through three aspects: building a sound party member rights protection system,forming an efficient party member rights protection system implementation system,and forming a strong party member rights protection system construction guarantee system.
