Since the 19 th National Congress of the Communist Party of China,the rural revitalization strategy has been put on the agenda.The Party Central Committee has focused on major deployment of the rural revitalization strategy,opening a new chapter in the work of "agriculture,rural areas and farmers",which has epoch-making milestone significance.The key to the success of the great event of rural revitalization lies in the talents of the grassroots government and the human resources management of the grassroots government.As General Secretary Xi said,talents are the foundation of national development,and only with the support of strong talents can the development of various undertakings advance steadily.The development of the grassroots government is inseparable from the optimization of human resource management.Although the development of human resource management has achieved remarkable results since the founding of the People's Republic of China for more than 70 years,the grassroots with relatively backward resources in all aspects still have problems in human resource management.There are certain problems in recruiting personnel.The loopholes in the use of personnel are improper,there is a phenomenon that violates the improvement of ability in the training of personnel,and there is incomplete consideration in the selection and appointment of personnel.As a result,some outstanding talents were buried,and they were unable to give full play to their maximum role,which resulted in the loss of outstanding talents at the grassroots level.Starting from the optimization goal of optimizing the human resources management of the grassroots government in Z Town,this paper defines the concepts of rural revitalization strategy,grassroots government,talents,and human resources;expounds the "Xi Jinping" talent view,Taylor's scientific management theory,and Maslow's demand level Theory etc.Analyzed the status quo of human resource management of grassroots government under the background of rural revitalization,the common mechanism of grassroots government human resource management,and the reform process of employment system,and put forward the new requirements of rural revitalization for grassroots government human resource management and the promotion of grassroots government human resource management to rural revitalization effect.Through the analysis and excavation of the educational background,age and regional distribution of the grassroots talents of the Z town government agencies and village level talents,the problems existing in the recruitment,use,training,assessment,and selection management of the grassroots government talents of the Z town were discovered.It analyzed the causes of the problem and put forward countermeasures and suggestions for optimizing the human resource management of Town Z,including: in terms of recruitment,increasing the introduction of professional talents and actively recruiting outstanding talents;in terms of treatment,implementing quantitative performance wages and standardizing non-staff salaries;In terms of training,improvethe personnel training system and strengthen the training of non-staff personnel;in terms of evaluation,establish a supervision and evaluation system and improve the reward and punishment mechanism;in terms of selection,improve the selection and flow mechanism and establish an orderly exit mechanism;in the humanities,focus on the psychological care and life of talents care.It has practical application significance for improving the management of talents in Z Town,providing ideas for the optimization of human resource management of the grassroots government,and has a larger application prospect.It is of practical significance to better enhance the ability of the grassroots government talent team to perform their duties and better promote the implementation of the rural revitalization strategy.
