Constructing Digital Rural Governance Community:Current Dilemma And Optimized Paths

Building a digital rural governance community is a key link to realize the transformation of rural society,promote the high-quality development of digital rural,and comprehensively realize rural revitalization.Faced with the "digital vicious circle","surface digitization" trap,"digital divide","digital exclusion" and many other problems in the digital rural governance,grass-roots villages need to change the traditional governance approach,use new governance methods to optimize the institutional basis of rural governance,and strengthen the organic unity within the countryside.In recent years,the Party and the state have attached great importance to community-level social governance and advocated the building of a community of social governance in which everyone has responsibilities,responsibilities and benefits.As the value orientation of digital rural governance,community not only helps to respond to the problems of digital rural governance,but also helps to promote the formation of the theoretical framework of digital rural governance community,and ultimately promotes the improvement of the efficiency of digital rural governance and the realization of rural revitalization.Based on the case study of some villages in Zhejiang Province,this thesis advocates the use of literature research,field investigation and case study to discuss the governance dilemma and optimization path of the digital rural governance community.On the basis of defining the two core concepts of digital countryside and governance community,this thesis points out that digital countryside is represented by digitalization of rural production,informatization of rural life and intelligent rural governance,and the governance community is composed of governance subject,governance technology,governance capital and governance objectives.First of all,this thesis expounds the reasons for choosing Fengdu Village,Gaocheng Village,Sanlin Village and Xiaogucheng Village in Zhejiang Province as the cases,and gives a brief introduction to the basic situation of the villages.Secondly,this thesis interprets the community theory from the dimensions of emotion,structure and action,and constructs an analytical framework of the digital rural governance community from the perspectives of subject participation,technological governance,capital security and collective action.Thirdly,from the perspective of case selection and theory compatibility,digital rural governance and community theory have commonalities in terms of governance concept,governance process and goals.Finally,the thesis sorts out the operation logic of the digital rural governance community,and points out that the central government,local government and grassroots villages guarantee the effective operation of the digital rural governance community through the regulation of policy design,resource introduction and action strategies.At the same time,this thesis further points out that the digital rural governance community is a paradigm shift of traditional rural governance,which organically integrates "digital technology","rural governance" and "community theory".It not only has the "tool" of digital technology,but also has the "value" of the community,and reflects the "sociality" of rural governance.Through an in-depth analysis of the case,the thesis finds that due to differences in the types of digital villages,resident population,development focus,location conditions,resource endowment and other factors,the digital rural governance community presents four types,namely,the growth digital rural governance community,the integrated digital rural governance community,the combined digital rural governance community and the characteristic digital rural governance community.In the process of building a community of digital rural governance,the central government,local government and grassroots villages work closely and jointly,committed to policy formulation,technology introduction and resource transmission,and ensure the orderly progress of digital rural governance.Nevertheless,the construction of a digital rural governance community still has governance difficulties,such as the "vagueness" of the main function,the "routinization" of the technical governance,the "fragmentation" of the governance mechanism and the "simplification" of the service supply.It is urgent to establish a holistic governance concept,build a scientific governance system,allocate diversified governance capital,reach consensus collective actions,and finally realize the goal of building a digital rural governance community.
