| International military cooperation is an important part of Russia’s foreign policy and an important way to achieve its national security strategic goals.Since the beginning of the 21st century,Russia has vigorously carried out multi-level,multi-field,and all-round international military cooperation with an emphasize on the rejuvenation of major powers,including four key agendas: continuous improvement of the CIS collective security mechanism,engaging flexible and diversified military-technical cooperation,promoting military construction with the help of international military exercises,and maintaining global strategic stability through participation in arms control and disarmament.After long-term practice and adjustment,Russia has established a policy basis based on national laws and international treaties,and formed a management system with the president at its core,providing strong support for the standardized,orderly and efficient operation of international military cooperation.Through international military cooperation,Russia has improved its security environment and upgraded its status as a major power;it has increased its economic revenues and revitalized its military industry;it has promoted theoretical innovation and enriched military practice.However,Russia’s international military cooperation is also facing challenges such as a weak economic foundation that severely restricts military investment,the lack of cohesion for military integration in the Commonwealth of Independent States,and the deteriorating relations with the United States and increased military security pressure.In order to effectively respond to these challenges,Russia will continue to advance military integration within the CIS framework in the field of international military cooperation,deepen all-round military cooperation with China and India,and strive to maintain the influence of military powers and global strategic stability. |
