Research On The Problems And Countermeasures Of Pengzhou Municipal Government’s Key Project Management From The Perspective Of Service-Oriented Government

China’s economy and society have entered a new era through rapid development in recent decades.In the new era,the government,as the main body of national economic and administrative affairs management,bears the responsibility of managing local economic construction and social public affairs.The new stage of development,the increasingly complex economic and social development situation,and the growing material and cultural needs of the people have put forward higher requirements for the government’s management and service capabilities.Therefore,the construction of a service-oriented government is the focus and direction of the government’s work..The key projects of the government are important carriers of local economic and social development,and are the focus of the government’s management of local economic development and social public affairs construction.It can be seen that key projects play a crucial role in the development of local economy and society.In the process of implementing key projects,if relying solely on market regulation and enterprise management,there will be certain deficiencies to some extent.Therefore,in the process of implementing key projects,it is necessary to strengthen the government’s macroeconomic regulation and management.Reasonable and scientific guidance and management by the government are particularly important for the smooth implementation and good performance of key projects.This article,guided by the theory of service-oriented government and project management from the perspective of local governments,adopts methods such as data review and questionnaire survey to mainly explore the current situation,problems,and reasons of government in managing key projects,and proposes corresponding countermeasures.The main conclusion of the study is: 1.The implementation of key projects has indeed been effective.In recent years,pengzhou City has always steadfastly taken key projects as the core focus of local economic and social development,promoting the rapid development of the local economy and ensuring the corresponding livelihood,achieving certain results.2.There are some issues with key project management.The main manifestations are: the functions and institutional mechanisms of government agencies need to be improved,the allocation of social resources for key projects needs to be optimized,the performance of government staff needs to be strengthened,and there are shortcomings in project approval work.3.The reasons for the problems are complex and diverse,mainly due to the overlapping functions of government agencies,weak sense of responsibility among government staff,unreasonable government coordination of social resources,and the need to improve the efficiency of administrative approval.To this end,the author aims to optimize the establishment of government institutions and functional allocation,and construct a reasonable institutional mechanism;Optimize the allocation of various social resources and improve the utilization rate of social resources;Strengthen the assessment of government responsibilities,mobilize the enthusiasm of government staff,continue to deepen the simplification of administration and decentralization,and propose countermeasures and suggestions to improve the efficiency of administrative approval.
