Research On The Effectiveness And Measures Of Government Support For Returning Migrant Workers Entrepreneurship In The S District Of Zigong City

The amount of migrant workers is great in China,which plays an important role in China’s economic construction.In the context of rural revitalization,the prosperity of rural economy is inseparable from industrial development and the support of migrant workers.The migrant workers start businesses in their hometown,which can promote China’s rural economic and social development and increase local farmers’ income through employment.The establishment of a support system for migrant workers starting businesses at homes is a motivation for a country to promote the development and growth of rural industries.The changes in the world’s industrial and supply chains due to COVID-19 will also bring huge long-term changes to China’s trade with other countries in the future.In this context,it is necessary to build a strong support system for the returning migrant workers starting their own businesses.And it’s important to improve the rate of starting businesses of the returning migrant workers for the two-way flow of elements between urban and rural areas,the integrated development of rural and urban areas.Based on the current situation of migrant workers returning home to start their own businesses in the S District of Zigong City,this paper proposes a government support system for migrant workers returning home to start their own businesses.This paper divides the support system into five dimensions: administrative support,financial support,information support,financial support and service support,and explains the current situation of the five dimensions in the support system.The data were collected by questionnaire,and the results of government support for migrant workers returning home to start businesses were analyzed by AHP and fuzzy evaluation.Firstly,AHP is used to determine the weight of each index of the support system,and then fuzzy evaluation method is used to evaluate the effectiveness of each index.According to the analysis results,the paper finds out the advantages and disadvantages of S district government of Zigong City in supporting migrant workers to return home to start their own businesses.By analyzing the problems existing in the current situation of government support for returnee entrepreneurship,the optimization scheme is proposed.The main problems in the support system for migrant workers to return home to start their own businesses are lack of understanding,lack of attention,financing difficulties,lack of public service capacity and difficult to solve land use.In view of the existing problems,it is necessary to put forward countermeasures and suggestions to improve the status quo of government support for returning home entrepreneurs,which requires the government to improve the mechanism,raise awareness,implement entrepreneurship policies,classify management,improve pertinence,and further improve the effect of policy publicity.
