Study On The Problems And Countermeasures Of Rural Natural Disaster Emergency Management In Gaoping District Of Nanchong City

The sound of rural emergency management system directly determines the safety and stability of rural areas,and rural security is an integral part of national security.Established in 2018,the national emergency management authority has experienced unprecedented challenges.In 2022 alone,China’s direct economic losses caused by natural disasters reached 238.65 billion yuan.Global natural disasters are at a high frequency,while the rural natural system is highly exposed and the rural "natural disaster chain" is highly derivative.The unbalanced development and construction of rural disaster-bearing infrastructure leads to the huge impact of natural disasters on the rural economy and social stability.Relying on the traditional rural security governance model is difficult to ensure the future rural security development and social stability.This paper takes the emergency management of rural natural disasters in Gaoping District,Nanchong City,Sichuan Province as a representative,and uses the methods of literature research,interview and investigation,and case analysis to deeply explore the problems and causes of the emergency management system of rural natural disasters in Gaoping District.The main research contents are as follows: First,summarize the research status of natural disaster emergency management at home and abroad,and explain the relevant concepts of emergency management,Sort out the development of emergency management systems at home and abroad.The second is to investigate and analyze the current situation of the management system construction of the emergency management plan,system and mechanism of rural natural disasters in Gaoping District of Nanchong City.Third,based on the case of natural disasters in Gaoping District and the data obtained from the questionnaire survey,further analyze the main problems existing in the emergency management of rural natural disasters in Gaoping District: the operation of the emergency management mechanism is not smooth,the emergency publicity and training is not deep enough,the emergency supplies reserve gap is large,the early warning ability is relatively lacking,the emergency professionals are insufficient,and the quality and efficiency of post disaster recovery is not high.Fourthly,in view of the existing problems,this paper analyzed the deep reasons for the problems of rural emergency management,mainly including the special period of emergency management organization reform,the unsmooth information sharing mechanism,the emphasis on large and comprehensive territorial management,the insufficient use of Big data technology,the imperfect professional talent training mechanism,and the imperfect post disaster recovery and reconstruction mechanism.Based on the relevant research progress at home and abroad,this study proposes targeted measures to promote the construction of grassroots emergency management system,create characteristic emergency cultural positions,strengthen the promotion of information emergency equipment,strengthen the information construction of command platforms and early warning equipment,and enhance the professionalization of emergency teams,in order to address the problems and underlying causes of rural natural disaster emergency management in Gaoping District,Nanchong City,A series of optimization measures to enhance the level of natural disaster response and management in rural areas,such as improving post disaster recovery mechanisms,provide practical guidance and reference value for further improving the emergency management level of natural disasters in rural areas and continuously improving the construction of emergency systems in rural areas.
