With the rapid development of global climate change and urbanization,flooding has become one of the major natural disasters affecting people’s life,property safety,and economic development,posing a serious threat to the normal economic and social life of China.The emergency rescue activities in flood disasters are a complex system engineering,involving multi-level decision-making work,while the timely and effective supply of emergency materials is an important part of the rescue activities.This thesis analyzes the current situation of research on emergency management under floods and emergency material dispatching under unconventional emergencies at home and abroad,based on which the thesis’ s research content is proposed.The material dispatching in the early and late stages of floods is analyzed separately,and the main work content is as follows.The rapid supply of materials is especially important in the early stage of flooding.The occurrence of floods often causes more than one disaster site,and the affected sites are not far from each other,thus involving common rescue resources.For the problem of the supply relationship between multiple material reserves at multiple disaster sites at this stage,this thesis evaluates the choice of its emergency material dispatching scheme.The evaluation index system is established from the three dimensions of time,safety,and cost.The entropy-weight-PROMETHEE evaluation model is constructed.The entropy-weight method is used to configure the index weights,and then the PROMETHEE-Ⅰ,PROMETHEE-Ⅱ,and PROMETHEE-Ⅲ methods are used to evaluate and analyze the four alternatives respectively.The optimal solution is selected,and the sensitivity analysis is carried out on some important indicators to provide some reference for improving the efficiency of material dispatch.For the late stage of flood relief,the supply of materials is mainly stabilized.Based on the theory of system dynamics,this thesis confronts the characteristics of uncertainty,nonlinearity,and time variation in an emergency material dispatching system.A system boundary analysis and a causality analysis of the emergency material dispatching system are conducted to address inefficiency and delays in the distribution process.To assist in this study,factors such as double delay and decision compensation coefficient KS are introduced,a system model is constructed,and a system flow diagram is drawn.Finally,VENSIM PLE software is used to test the validity of the model,and after verifying the validity of the model,simulation experiments of multiple scenarios are conducted to explore the supply of materials under different environments such as random demand,lead time state,system initial value setting and multiple material supply scenarios,respectively,and the influence of each key factor of the system is analyzed according to the simulation results.The experimental results show that the model can better simulate the emergency material dispatching process after the occurrence of realistic floods.Considering the short-term urgency of material demand and the long-term stability of material supply after flooding,this thesis divides material dispatching into two stages to provide some reference for future research and to optimize emergency material dispatching after flooding.
