Promotion Research On Administrative Approval Service Level In Longwan District Based On The Satisfaction Survey

The report of the 19th National Congress of the Communist Party of China put forwards that “the government should transform the functions,deepen the streamline administration and institute decentralization as well as innovate the ways of supervision,thereby improving the government's public trust and executive capability,and establishing a service-oriented government that people are satisfied with”.In recent years,some local governments take the streamline administration and institute decentralization as well as the administrative examination and approval system reform as the important means to transform the functions and establish the service-oriented government,striving to take the superiority in terms of core elements,such as talents,capitals and resources.For example,Zhejiang Province put forwards the reform of “one stop,one trip,one paper” by the end of 2016,through which the enterprises and masses can achieve the administrative goal of getting one-stop service.As a city with high-developed private economy,Wenzhou regards the reform of “one stop,one trip,one paper” as the most important livelihood project to increase the sense of gain for the enterprises and the masses.Meanwhile,Wenzhou strives to become a city with the most transparent examination and approval items,the lease declaration materials,the simplest links,the best approval process and the highest efficiency by the means of promoting the integration of technology,service and data.However,how effective has the administrative approval service been in the past two years since the implementation of “one stop,one trip,one paper”? Thus,it is necessary to sort out and evaluate the effect of the reform of administrative administration and approval,and put forward suggestions for its improvement,which is of great significance for further transforming the government functions,improving administrative efficiency and building a service-oriented government.On the basis of literature researches and interviews with the masses,taking ACSI as the basic model and combining the characteristics of administrative approval service,the theories of new public service andperformance management are applied to construct a satisfaction index system for administrative approval service.The validity test and reliability test are also applied to check the suitability of the model.In addition,taking the survey data of administrative approval service objects in Longwan district(Wenzhou high-tech zone)as an example,this paper makes descriptive statistical analysis of the collected data by using relevant software,and carries out the operation and evaluation of the model.It is concluded that the quality of the administrative approval service in Longwan district(Wenzhou high-tech zone)is in a fairly satisfied state,especially in the aspects of administrative approval environment,complaint handling and efficiency.However,the simplification of procedures,service fairness,agency services and so on need to be further improved.Through empirical analysis,this paper analyses the problems and reasons of administrative approval service in Longwan district(Wenzhou high-tech zone),and thereby puts forwards some suggestions for improvement in promoting the institutional reform,streamlining the approved items,improving the assessment mechanism and supervision system so as to provide a scientific theoretical support for the reform of administrative examination and approval as well as the business environment improvement.
