| In the country ’s emergency management,emergency supplies reserve work is an important and difficult task.China ’s emergency material reserve is still dominated by the government ’s separate reserve.With the frequent occurrence of various emergencies such as earthquakes,fires,and infectious disease transmission in recent years,China ’s emergency material reserve model has exposed many problems that are not suitable for emergency management at this stage.The government ’s separate reserve of materials has also encountered a dilemma.At present,the physical reserve method mainly used in emergency material reserve has certain advantages in rapid response to emergency rescue,but a single physical reserve will have a great burden on the reserve cost.If the emergency does not occur,it will cause squander of resources and reduce the use efficiency of financial funds.Therefore,it is difficult to truly meet the demand for emergency materials in the face of emergencies in China by relying solely on the materials reserved by the state and the government alone.In order to effectively respond to the huge demand for emergency materials in emergencies,the state actively practices the socialization of emergency material reserves,establishes a government-enterprise agreement reserve model,entrusts enterprises to reserve emergency materials on behalf of enterprises,and makes full use of social enterprises and other resource advantages to gradually improve China ’s emergency material reserve mechanism.Based on this,this paper establishes a decision-making model of emergency material reserve and procurement pricing under a single-cycle government-enterprise agreement mode between an enterprise and a government.Considering that the agreement enterprise flexibly adopts two reserve forms of physical reserve and production capacity reserve,the quantity flexibility contract and option contract are introduced respectively to analyze the impact of emergency probability,rotation update cost and royalty price on the optimal decision-making of both government and enterprise.Finally,an example analysis is used to verify,and the emergency material reserve,enterprise profit income and government cost expenditure under the two contract modes are compared and analyzed.It is found that in the process of government-enterprise agreement to reserve emergency supplies,when the probability of emergencies is high,enterprises should actively cooperate with the government in reserve,and the total reserve of emergency supplies will increase with the probability of emergencies.At the same time,the form of emergency supplies reserve will be affected by the cost of rotation and renewal.However,no matter what kind of reserve method the enterprise chooses,the optimal procurement pricing of the enterprise will decrease with the increase of the probability of emergencies.In areas where emergencies occur frequently,the government should actively carry out government-enterprise agreement reserve,and with the increase of rotation update cost,the government should increase the procurement price or pay the royalty by signing the option contract to encourage enterprises to actively participate in collaborative reserve.At the same time,the quantity flexibility contract improves the government ’s procurement flexibility.The government can purchase materials from enterprises according to the actual demand after the occurrence of emergencies,and reduce the government ’s reserve cost to a certain extent.However,when the cost of rotation and renewal is high,the total reserve of emergency materials and the profit of enterprises under the option contract are higher and more superior,which can effectively alleviate the pressure of government reserve.Through research and analysis,it provides further guidance and help for the government-enterprise agreement reserve emergency material strategy,aiming to achieve win-win cooperation between the government and enterprises and reduce resource waste. |
