Study On Business Environment Optimization Of Z District Of G City

The business environment is an important foundation for high-quality economic development,reflecting the soft power of a country or region’s socio-economic development.The current world has entered a major upheaval that has not been seen in a century.How to seize strategic opportunities in uncertain times and effectively activate the vitality and motivation of market entities requires continuous optimization of the business environment."Whether the business environment is good or not is up to the market players the final say".The level of business environment governance is to some extent reflected in the evaluation of the satisfaction of enterprises with the business environment.This article takes the optimization and improvement of the business environment in Z District of G City as the research goal,comprehensively applies theories such as new public management and perceived service quality,and attempts to construct a conceptual model of business environment quality from the demand side of business environment governance,that is,enterprises as market entities,from two dimensions of standardization and functionality.The model mainly includes ten dimensions: tangibility,reliability,timeliness,convenience,technicality,professionalism,fairness,transparency Public welfare and synergy.Based on the conceptual model,the evaluation index system of business environment quality was constructed,and the evaluation of the business environment quality level in Zone Z by the interviewed enterprises was investigated from the aspects of importance and satisfaction,and then mathematical statistics analysis was conducted on the data using SPSS software and IPA improved analysis model.The research results indicate that the overall satisfaction of the surveyed enterprises in Z district of G city with the business environment is at a high level;However,there is still room for improvement in the quality of the business environment,as the evaluation of importance outweighs satisfaction.The study identified six influencing factors that decision-makers need to pay attention to,namely the timeliness of business services,privacy protection for personal and corporate information,cooperation between departments in business services,professionalism of staff,public welfare of business services,and smooth communication channels.The main problems faced by the improvement of business environment quality in Z district of G city include low efficiency of government public services,insufficient legal atmosphere for business,and relatively high comprehensive costs for market entities.The reasons for its occurrence may include: the operation of the business service mechanism is not smooth,the legal construction of the business environment is insufficient,and the support of the business service environment is insufficient.This article constructs a governance framework for optimizing the business environment and proposes corresponding countermeasures and strategies,including promoting the participation of multiple entities in business environment governance,continuously improving the operational mechanism of business environment governance,and strengthening the optimization of business environment governance guarantee mechanism.This article attempts to innovate in the following three aspects:(1)In terms of research content,it focuses on improving the local government’s business environment and constructing a local business environment quality evaluation index system,which helps to enrich the research content of local government governance.(2)From a research perspective,introducing the perspective of behavioral public management and focusing on the demand side of business environment governance-enterprises,incorporating their perception(satisfaction and importance)of the business environment into the study of business environment evaluation can help broaden the research perspective in this field.(3)In terms of research methods,this study comprehensively uses literature analysis,questionnaire survey,mathematical statistics and IPA evaluation model to collect the evaluation data of enterprises on various impact factors of business environment,quantitatively measure the quality level of business environment in the case area,and provide a strong basis for scientific formulation of countermeasures.
