Women’s federations have a broad base of women,and their organizational nature and functions determine that women’s federations have both administrative and social functions,and always maintain the role of a "bridge and link" between the Party and the government and the women.However,in the process of development,women’s federations are prone to the problems of "institutionalization,administrativeization,aristocratization,and entertainment".Based on this,this paper takes the role and organizational characteristics of women’s federations as the starting point,draws on the theoretical basis of cooperative governance and resource dependence,and takes the J County Women’s Federation as the ob Ject of analysis,mainly exploring the role of women’s federations in different roles.What kind of action strategies do women’s federations adopt under different role positioning? Further,what kind of action strategies do women’s federations adopt in the face of different institutional environments? What are the underlying mechanisms?The main body of this paper is divided into three parts: the first part,based on the political function of women’s federations,discusses the development of women’s federations based on the role of "party and government spokesperson" in the leadership structure,organizational construction and work system,and the institutional environment based on goal-oriented,supervisory constraints and comprehensive accountability will unite other departments and organizations through cooperative and shared governance,The second part is based on sociality.The second part is based on sociality,where women’s federations,as the "voice of the masses," mainly carry out service and governance work,including serving women’s development,building family civilization,and caring for vulnerable groups.However,the development of women’s federations is limited by their own lack of capacity,resource constraints,and passive response to work,so women’s federations mainly integrate resources to further enhance the cohesion and combat power of women’s federations.Based on the role of women’s federations as "bridges and links",the third part explores the linkage function of women’s federations between the state,society,and individuals,and establishes institutional links between the state and individuals by opening up communication channels between all parties.In the study in County J,it was found that as a weak department at the periphery of the administrative organization structure,the J County Women’s Federation often found it difficult to effectively promote the implementation of policies and the development of its own functions by relying on its own resources alone.Therefore,based on their strong relationship with government departments,women’s federations in County J usually choose the action strategy of cooperation and co-governance to establish a harmonious trust and cooperation with other social governance bodies under politics;under society,they choose the action strategy of resource integration to meet the diversified service needs of women due to the complementary resources and interchange of interests among organizations;under linkage,women’s federations are in the intermediary between the state and society In linkage,women’s federations are the intermediaries between the state and society,and they choose to facilitate the effective connection and coordination between the state and society.
