Research On The Collaborative Mechanism Of Social Governance In Resource Based Cities

The Fifth Plenary Session of the 19 th CPC Central Committee made clear the social development goal during the "14th five year plan" period,and proposed "improving the social governance system of co construction,CO governance and sharing",which pointed out the direction for improving the current collaborative mechanism of social governance in resource-based cities.Based on the empirical investigation of J City in H Province,there are some difficulties in the collaborative mechanism of social governance in resource-based cities,such as single management system,difficult industrial upgrading,unsmooth social contradictions and imperfect local legal construction.The specific performance is that the decision-making subject is single,the concept of collaborative governance of each subject is weak,and the channels to participate in decision-making are limited;the interest contradictions among subjects are prominent,and the industrial structure is single,Public service supply is difficult to meet the needs of people’s livelihood;for the lack of laws and regulations such as resource protection and ecological restoration,the collaborative supervision and evaluation mechanism is not perfect.In view of the above difficulties,we should improve the social governance coordination mechanism of resource-based cities from the aspects of decision-making mechanism,operation mechanism and guarantee mechanism.We should establish the concept of "one body,three governance",clarify the rights and responsibilities of the government,resource-based enterprises and other market organizations,the public and other governance subjects,dredge the channels of participation in decision-making;dredge the conflict of interests among the subjects of social governance coordination in resource-based cities,promote industrial upgrading,strengthen public services,effectively protect people’s livelihood,and pay attention to the demands of laid-off workers and other vulnerable groups;accelerate the construction of the rule of law Set up supervision and evaluation mechanism in key areas such as ecological environment and urban transformation.We should give full play to the power of the main body of collaborative governance,and strive to build a new social governance system of multi-agent collaborative participation in the social governance of resource-based cities,so as to provide a scientific theoretical basis for the theoretical research and practice of the collaborative mechanism of social governance of resource-based cities in China.
