The digital personnel system collects cadre information accurately,efficiently and comprehensively through digital means,and makes comprehensive use of data from all dimensions to carry out whole-personnel,whole-process and all-round cadre management.The digital personnel system is associated with the evaluation,promotion and training of tax cadres,and all tax cadres are included in the management of digital personnel.Under the background of the comprehensive promotion of the reform of the digital personnel system,its digitalized,daily and oriented management mechanism has put forward new requirements for the long-term planning,personalized content,network mode,lecturer specialization and evaluation precision of the grass-roots education and training work.However,there is a gap between the construction objectives and development needs of the current grass-roots education and training and the digital personnel system.In recent years,the in-depth promotion of tax modernization,the continuous implementation of the policy of tax reduction and fee reduction,and the in-depth development of the reform of the collection and management system require the cadres of the A District Tax Bureau to have stronger ability and quality.To further promote the reform of cadre education and training to adapt to the changes of tax modernization and digital personnel system has become the urgent task of cadre education and training in A District Tax Bureau.This paper takes the A District Tax Bureau as the object,investigates the situation of cadre education and training under the background of digital personnel,analyzes the problems and causes,and proposes countermeasures to improve cadre education and training.Based on the background of digital personnel,this paper investigates the cadre education and training of A District Tax Bureau by means of questionnaire and interview.This paper believes that A District Tax Bureau has some problems,such as the lack of long-term planning and training,the majority of policy learning,less ability and quality training,the lack of differentiated learning needs,the lack of participation in the teaching process,the lack of feedback in the learning situation,the lack of existing teachers,the low enthusiasm of students,and the limited transformation of training effect.Combining with human capital investment theory and comprehensive incentive theory,this paper analyzes the main causes of the problems from the aspects of concept,content,method,teachers and evaluation.In order to optimize the cadre education and training to adapt to the digital personnel system,this paper believes that A District Tax Bureau should enhance the degree of emphasis on education,update the concept of education and training,take the actual needs as the orientation,optimize the content of classification,enrich the education and training mode,make good use of the "learning and tax" platform,strengthen the training of teachers,and improve the level of internal and external training.We will improve incentive and restraint mechanisms and optimize training and evaluation models.This paper not only has direct significance for A District Tax Bureau to improve the education and training work to adapt to the digital personnel system,but also has certain reference value for other grass-roots tax departments to improve the education and training mechanism.
