As an important part of the civil servant management system,incentive mechanism is not only an important content of the government to strengthen the civil servant governance,but also the basic means of the government to effectively organize public governance and public services.In the tax system,the grass-roots civil servants occupy the highest proportion.They want to build a tax cadre team that undertakes the mission of "gathering wealth for the country and collecting taxes for the people ",and practices the tax spirit of "being loyal to the country,upholding the law and discipline,and rejuvenating the tax power".The focus is on the construction of grass-roots civil servants in the tax system.They want to stimulate the enthusiasm and initiative of grass-roots public affairs in the tax system,and ensure their efficient development In order to improve the administrative efficiency,we should focus on the study of the incentive mechanism of grass-roots civil servants in the tax system.Based on the ERG theory,this paper takes the grass-roots civil servants in the tax system of Ulanqab city as the research object,understands the current situation,existing problems and causes of the incentive mechanism of the grass-roots civil servants in the tax system of Ulanqab city by means of questionnaires and interviews,and puts forward countermeasures and suggestions to optimize the incentive mechanism of the grass-roots civil servants in the tax system of Ulanqab city combined with the literature.
