In the 1960s, Schultz put forth the theory of human capital in a systematic way.Since the 21st century, the human capital theory has swept around the world. All governments have paid increasingly attention to the utilization and investments of human capital in Government organizations and has enhanced civil service training and development to a new strategic level. Civil servants is a special kind of human capital. In order to raise the quality of human capital in civil service and to improve their political integrity and professional skills, a practicable solution is to strengthen civil servants training.Currently, the civil service training mode in our country still mainly adopts the traditional education mode, namely, face-to-face centralism teaching by the leadership or certain institutions,after-class discussion, Self-taught study.There are some defects in this training method such as less information,less targeted, low utility, lack of interaction between teacher and students. With the arrival of information age and the development of technology, in current circumstances of country requiring large-scale training, all staff training,the traditional civil service training has been plagued with problems.Significantly different from other civil service groups,the group of grass-roots civil servants is of large scale and has profound impact.They are in the lowest ranks in the civil service system, and in close contact with the broad masses of the people. So we must be strict in their working style, professional ethics and quality, values, attitude toward people.However,due to the vast territory of our country, there are differences among settings of local governments and complexity in the condition of government officials.the traditional face to face tutorial education and training methods turns out to be false in offering training of high quantity to civil servants,so the training problem emerged.Network training, a new training mode in the civil service training, has many advantages such as unlimited by space and time, interactive learning, rich in resources, individual learning and easy evaluation.Network training can also realize the sharing of excellent courseware resources to the greatest extent and expand the coverage rate as well as save the cost. The features of modern network long-distance training offset the defects in the grass-roots civil servant training, such as Information impassability, widely scattered, hard to manipulate, the shortage of teachers resources, that make it ideal for grass-roots civil servant training in government organizations.Exploring network training mode of grass-roots civil servants from the human capital perspective has practical guiding significance for effectively exploiting the value of human capital of grass-roots civil servants as well as strengthening the science and effectiveness of our civil servants training philosophy and method. Meanwhile, the civil service training, as a kind of government administration input, seeking network training mode of grass-roots civil servants based human capital theory, will play a positive role in reducing the investment costs and improving the administrative efficiency.This article includes the following four parts:Part 1:Introduction. It introduces the background information of this research and clarifies the study’s aim as well as significance. Then it presents its contents and methods.The domestic and foreign research situation on civil service network training is summarized and reviewed.on the basis of it, the author put forward innovation of this paper.Part 2:The correlation between the grass-roots civil servants network training and human capital. This paper defines the concept and characters of the grass-roots civil servants.It expounds many aspects of the grass-roots civil servant such as the meaning, job characteristics. the requirement.training characteristic.It emphatically analyses the basic principles and significances.Lastly, the paper discusses as following aspects:the connotation of human capital. characteristics. the basic content. the requirement of the grass-roots civil servants network training according to human capital theory.Part 3:Analyse the basic problems in the grass-roots civil servants network training mode from the human capital perspective. The article elaborated on the achievements of the grass-roots civil servants training in our country. Analyses the existing mode of grass-roots civil servants training and the existing problems.Part 4:Discussthe grass-roots civil servants network training mode from the human capital perspective.Firstly,define the grass-roots civil servant network mode from the human capital perspective,especially analyses the network training mode.Then,this paper constructs network training mode of grass-roots civil servants. Analyses the key link in online training. Expounds the development flow of network training courses. Introduces three kinds of network training mode. Finally, based on the existing problems of the current civil servants training model, namely the third part. It provides several suggestions such as possess innovative training philosophy.improve internal institutional arrangements.establish rules and regulations.The Innovations of this paper:Do research on training issues of grass-roots civil servants from the human capital perspective.View the grass-roots civil servants training in government organization as an investment.View training from capital investment point. Pay more attention to training effectiveness, namely, the training can strengthen my practical ability and professional skills and improve government performance.
