The key competition between the enterprises is the competition of talent people in the market economy. The human capital investment concerns the enterprises' fate. As the main part of the enterprises' human capital investment, education and training plays more and more important role in the existence of enterprises, and becomes the focus the enterprises pay attention to. But being restrained by transforming economy and education system, our enterprises do insufficient investment in the staffs' education and training. Its investment benefit is not high. These are the main reason why China enterprises strength and competitive ability is weakened. So strengthening education and training is urgent task to improve China enterprises competitive ability.This paper starts from the concept of human capital investment and the western human capital theory, together with the fact of China enterprises, studies and discusses enterprises' human capital investment.The whole paper can be divided into five chapters. Chapter 1 analyses the concept, roles and characters of education and training investment. Then on the base of defining the concept of human capital and human capital investment, it points out education and training investment is the most important part of human capital investment on the base of that. At last, this part explains the theory about education and training investment. Chapter 2 studies current situation enterprises' education and training investment in our country. It mainly analyses problems and reason of enterprises' education and training investment in our country and the train of thought on solving the problems. Chapter 3 analyses characters and experiences of education and training investment in Japan, American and Germen one by one. The enterprises in our country could use those experiences for reference. Chapter 4 from three points analyses the efficacy of management and decision of enterprises' human capital investment in the systematic way. Firstly, it analyses law of demand structure of education and training investment concerning with enterprises life cycle. Secondly, the part studies the Becker's model put forward strategy of general and special education and training investment by studying the cost and yield of enterprises' education and training investment. Lastly, aiming at education and training investment risk, the part analyses steps to manage that investment risk. Chapter 5 analyses measures of improving development of enterprises' education and training investment in our country. It does study from paying attention to education and training investment and changing idea, bettering guarantee mechanism education and training investment, improving enterprises' education and training investment management bettering entrepreneur incentive and using restraining mechanism. This study approves the former theoretical analysis and improves the study of education and training investment.
