Reorganization And Community Publicity Reconstruction

Grassroots governance is an important part of national governance.Strengthening grassroots governance is a key link to improving people’s sense of happiness and gain,and an important guarantee for ensuring the effectiveness of national governance.The existence of community publicness is the fundamental guarantee and support for the inherent order and community governance of grassroots society.Currently,with the rapid changes in society and the development of the market economy,the phenomenon of "deorganization" is rampant.Urban communities are in a transitional period,and there are a series of problems with the lack of community publicness,such as the lack of community public spirit,the absence of social public participation,and the disintegration of the mutual assistance system among residents.In addition,the serious administrative bias,weakened organizational functions,and inability of the main body to cooperate also affect the reconstruction of community publicness,leading to the triple difficulties of institutional,mobilization,and integration in community publicness reconstruction.Therefore,in response to the problems of the lack of community publicness and the difficulties of reconstruction,re-organization as an important means of community governance can effectively link the community,government,and social organizations through collective activities and public affairs,break down group barriers,and reverse the alienation of grassroots organizations,becoming the way to solve the reconstruction of community publicness.This article uses field research and case study methods to conduct empirical research on the H community in H city,and combines case analysis to conduct a specific dynamic analysis of the process of re-organization.Based on organizational theory and governance theory,a "structure-mechanism-action" process analysis framework is summarized to discuss the specific practical process of re-organization,including structural analysis,operating mechanism analysis,and collective action analysis.In terms of "community structure",the main body of the community is further re-organized under the leadership of grassroots party organizations,and self-organization further promotes networked structures to build an aggregated governance network that connects horizontally and vertically.In terms of "operating mechanism",the responsibility mechanism,negotiation mechanism,incentive mechanism,and emotional mechanism are constructed to form a new pattern that cohesively attracts social forces to participate in community governance.In terms of "community action",coordinated services promote the establishment of an action community with community service at its core.The process of re-organization is attempted to be systematically explained,and the logical development of re-organization is explored.This article focuses on exploring the practical path of re-organization to promote the reconstruction of community publicness,analyzes the specific process mechanism and dynamic evolution process of community publicness reconstruction from the perspective of re-organization,and attempts to reveal the intrinsic logic of community publicness reconstruction.The re-organization of the four dimensions of community culture,multiple subjects,governance resources,and trust networks are systematically discussed for their impact on community publicness.Public spirit is the spiritual foundation and intrinsic driving force of community publicness.Enhancing public spirit through cultural construction forms the governance concept and public value of "cooperative construction" and "cohesive consensus".Public participation is the key link to realizing and implementing community publicness.Party building leads to activated public participation,and the breadth and effectiveness of public participation are enhanced.Public service is the material guarantee and implementation path of community publicness.Through the aggregation of governance resources and the production of public spaces,multiple parties work together to provide public services and meet public demands.Public trust is an important guarantee and support for community publicness,and emotional resonance enhances public trust,from interpersonal trust among residents to network structural trust among various subjects.Re-organization promotes the reconstruction of community publicness from the value and practical levels,and promotes the modernization of social governance.
