The relationship between“community public”and community integration is the core proposition of sociologists about community governance and community order.The publicity is a common view based on the multi-subject can identification the different between each other,with some descriptive and straitjacket,expression through rules and laws mainly,the publicity is the most important foundation for multi-subject live together in-community.Thecommunity public”is “sole-subject's”common view about their local community based on the multi-subject communicate face to face in a community,that is endogenic force to governments mobilization and integration different subjects attend community construct for community administer.This paper is based on the background of urbanization,marketization and the decline of unit system,selecting a community in Lan Zhou as the object of case study,using questionnaires and interviews to collect first-hand information in the field survey,describes the characterstics of city heterogeneity in the process of the transition from "unit system" to "community system",analysis the theoretical logic about Community heterogeneity affects community publicity ' s decay,explores the direction and possibility to realize community integration which is based on the reconstruction of community publicity.As the survey shows,heterogeneoity in urban communities could be shown in two aspects.The community heterogeneity basic characteristics in-community is:first,the heterogeneoity of community population structure,the percentage of older people is growing,community residents' education level focuses on junior and graduate students and negatively correlated with age,the majority of the residents are in the same location as the current residence,and the number of non-registered residents is increasing,Han nationality mixed with ethnic minorities.Second,the heterogeneoity of community employment structure,community residents' employment rate of less than50%,residents who join in work engaged in loosened management,unit type distribution is no longer confined to state-owned enterprises and state-owned or collective institutions,private enterprises,individual businesses and government agencies such as a substantial increase in the proportion of community residents.Third,the heterogeneoity of community income level,the annual income of the community isrising,and the income level of families is uneven.Forth,the heterogeneoity of community consumption structure,the level of consumption,the proportion of expenditure and the perception consumption are distinct.There are three basic charateristics of heterogeneity between the two communities investigated.First,from the demographic structure,one community has a large population and a higher level of education,the other community has a large minority population and a low level of education.Second,from the employment structure,there are many state-owned enterprises and multicultural of employment,and in other community,there is only one state-owned enterprise,community residents are more likely to be employed outside the system.Third,from the income level,the community with a large number of atate-owned enterprises has a high annual income,another community has a lower annual household income.The research discovered,marketization,urbanization and “unit systerm” decline is the heterogeneity of urban communities in the process of social transformation enhancement,and led to three important mechanisms of attention of community publicity.First,the connotation of community publicity is refers to the community inhabitant's common interests and the value,the multi-dimensional main body together participation,inhabitant's community approval and the community sense of belonging.It's extension mainly displays in five aspects: the community public spirit,the community public rule,the community public space,the community public participation and the community public serves.Second,the original “unit community”publicity reflected in production and life are one,members of the unit subject to the formal system,community residents enjoy under “arranged” social welfare and community residents to comply with collectivist values.Third,In social transformation,city community public weakens the main performance the insufficiency which for the community public spirit damage,the community public rule“the spatial window”,the community public space atrophy,the community public participation reduction and the community public serves dificiency.Basic conclusion of this paper is:rebuilding community publicity is the legal basis for community integration and effective governance of community,The“legitimacy” here refers to the logical logic that is widely accepted by communityresidents.To be specific,first,the mining community culture to construct the community public spirit is the reconstruction of “community” of the core content.second,follow the community multi subject of “public opinion” to construct the community public rules,is a constraint,and the premise for community residents so that community residents obtain the capacity of collective action.Third,in the spirit of community public guidance and community public rules,to expand the public space for community residents,community residents can get out of their own private domain,to the community public space to participate in public activities,promote public communication,community residents can fully express themselves on an important carrier of community governance advocates to participate in community public affairs.Fourth,the social structure difference research of city community,the difference of real demand of community residents between the public demand and community oriented,multi subject diversification and mobilization of resources to the supply of public services to the community,is the key of realizing community integration and community governance.
