Since 2005,when the Ministry of Construction officially acknowledged and promoted the early pilot experience of Beijing’s Dongcheng District,the country has rapidly expanded the scope of grid-based governance from Shanghai,Shenzhen and Wuhan to Nanjing and Zhoushan.The Third Plenary Session of the 18 th CPC Central Committee decided to further integrate grid-based governance into the overall strategic deployment of promoting the modernization of the national governance system and governance capacity,and grid-based governance has been widely used in rural governance.Grid-based governance is embedded in the rural governance structure,meeting the need of the state to overcome fragmentation and achieve authoritative unification,reflecting the state’s will to rebuild the order of rural governance and consolidate the foundation of rural governance,with institutional functions such as clarifying rural society,synergizing rural social governance and achieving incentive supervision and social control,and meeting the institutional needs of local governments for rural social governance.The introduction of the grid-based governance model has provided new ideas for rural governance,but has also made it more difficult to realize the rule of law in rural governance.The rule of law in the countryside is a bottleneck of the rule of law in China.Studying the rule of law in rural grid-based governance can not only promote the development of the construction of the rule of law in the countryside,but also promote the implementation of the rural revitalization strategy,and thus advance the process of a comprehensive rule of law.The research in this paper is divided into three parts.The first chapter analyses the rule of law dilemma of rural grid-based governance,starting from the perspective of "multiple governance",and analyses the phenomenon of failure to comply with the rule of law in the process of grid-based governance,firstly,the dilution of authority and institutional queasiness,that is,in the process of grid-based governance the governance subject is in a Firstly,there is a lack of authority and a lack of institutions,i.e.the subjects of governance are in a state of "absence".Secondly,the absence of norms and ineffectiveness,i.e.the absence of some norms in the process of grid-based governance,including the legislation on grid-based governance-related regulations,the lack of attention to civil law and the impoverished and powerless situation of villagers in the face of the law are analysed.The second chapter analyses the causes of the rule of law dilemma in rural grid-based governance.Firstly,from the initial stage of grid-based governance,we can learn that grid-based governance is actually a form of social management,which is permeated by a strong "management mindset".Secondly,the process of grid-based governance does not provide sufficient protection for the rights of the target population,which is contrary to the spirit of the rule of law.The third chapter is devoted to the construction of a pluralistic approach to rural grid-based governance.This part aims to analyse the problem at a deeper level and then construct a pluralistic path of shared governance for rural grid-based governance.Firstly,the problem of authority dilution and institutional deficiency should be solved,focusing on the relationship between "state governance" and "pluralistic subject autonomy".Secondly,the core of cracking the lack of norms and ineffectiveness is to solve the problem of the relationship between "legal governance" and "rural governance",the key to which lies in how to understand and handle the relationship between legal and informal norms in rural governance.Finally,the core of pluralistic governance lies in the participation of multiple subjects in governance,and villagers,as one of the subjects of governance,have a crucial influence on governance through the cultivation of their moral consensus and awareness of the rule of law.By systematically building and improving the legal system of grassroots selfgovernance and effectively gridding the role of governance,it is conducive to realising the institutional expectation of "effective governance based on governance by law",effectively promoting the unification of governance modernisation and governance by law,realising rural revitalisation and breaking the "rule of law bottleneck The "rule of law bottleneck".
