Study On Tax Service Informatization Construction Of Ganjingzi District Taxation Bureau Of Dalian

The development of modern information technology and the acceleration of tax reform process have brought the informationization construction of tax services to a new stage.Currently,a new collection and management model of information management tax and a new tax payment model of online taxation have been formed as a whole.The "Internet+Taxation" Action Plan has enabled tax authorities in various regions to elevate the informatization construction of tax services to a new level.Dalian Ganjingzi District Taxation Bureau has taken multiple measures to carry out the informationization construction of tax services based on local conditions,and has achieved certain phased results.However,there is still a certain gap in the informationization construction level of tax services compared to advanced countries and regions,and targeted improvements need to be made on the basis of reference.The research on related topics has theoretical and practical significance for effectively improving the informationization construction level of tax services of the Ganjingzi District Taxation Bureau in Dalian.Based on the guidance of public management theory,this article takes the Ganjingzi District Taxation Bureau in Dalian as an example to outline the key measures for its tax service informatization construction,and affirms its phased achievements.At the same time,combining research materials and data to summarize the problems of tax service informatization construction: the lack of top-level design for infrastructure construction investment leads to insufficient software and hardware facilities for tax service informatization,insufficient attention to the demand for tax service informatization,resulting in insufficient research and application of tax service informatization technology,and the lack of collaborative mechanism construction,resulting in low sharing of tax related information Insufficient prevention of information security risks has led to insufficient refinement of network security management,inadequate introduction and cultivation of versatile talents,and prominent talent team gaps.Based on the experience of both China and the West,the Dalian Ganjingzi District Taxation Bureau should learn from the following aspects: deepening the promotion of software and hardware infrastructure,emphasizing the improvement of information service platform functions,emphasizing the sharing of tax related information across multiple departments,accelerating the improvement of network information security management system,and highlighting the importance of building a composite talent team.The improvement strategies mainly include: comprehensively strengthening the construction of tax service informatization software and hardware facilities by strengthening hardware equipment updates and investment,and integrating tax service informatization construction resources;By establishing and optimizing a multi-dimensional and diversified tax platform based on the taxpayer demand architecture,we aim to comprehensively strengthen business process reengineering and improve the research and application of information technology;By strengthening data exchange between various departments,building a big data sharing and cooperation platform,and comprehensively improving the interaction rate between tax enterprises,we can improve the sharing of tax related information;By improving the internal information and data security responsibility management system,important data backup system,and computer and system classification management system,we can improve the refinement of network security management;By establishing a talent database for tax service informatization construction,strengthening the construction of internal talent training system,and supplementing social tax service forces,we will strengthen the construction of a composite talent team.This study is conducive to enriching the theoretical achievements of the tax service informationization construction of the Ganjingzi District Taxation Bureau in Dalian,and providing a technical framework for future research;At the same time,it has practical reference value for the Ganjingzi District Taxation Bureau and other branches of Dalian Taxation Bureau to improve the level of tax service informatization construction.
