Study On Efficiency Of Open Common Data Based On DEA

In recent years,many provinces and cities in China have launched public data open platforms,opened and regularly updated public data in various fields and departments.The public can browse and download public data to obtain interested information,deepen the use of data,and develop applications using the data.In order to study the efficiency of public data opening in different regions,through reading the literature,this paper selects Data Envelopment Analysis(DEA)to build an evaluation system of public data opening efficiency,and evaluates the 64 provincial and municipal public data opening platforms and their data opening work in China.The evaluation system sets indicators in two dimensions of input and output.Collect indicator data of each evaluation object from the input angle such as the number of institutions participating in public data opening,the number of open data sets,and the output angle such as data browsing and data downloading.Select the output-oriented standard DEA model,use the software to calculate,and come to a conclusion that 37 regions are effective in DEA model.For the effective evaluation object,use the super-efficiency model and get the overall efficiency ranking of each region.In order to study the factors that affect the ranking of public data openness efficiency,based on the TOE framework,six variables,including technology adoption ability and organizational ability,are proposed from three perspectives of technology,organization and environment.The six independent variables were analyzed by multiple linear regression with the dependent variables of the total platform efficiency ranking,DEA effective and ineffective group ranking,and the size of the data collective group ranking,and the conclusion was drawn that the independent variables could explain the changes of some dependent variables.Aiming at the construction of public data opening evaluation model,the calculation results of DEA model and the analysis of influencing factors,this paper puts forward several suggestions including pay attention to the efficiency evaluation of data opening,continuously expand the scale of effective investment and adopt a governance framework and development path suitable for the characteristics of the region.to improve the efficiency of public data opening.
