Relative efficiency evaluation on systems with fuzzy factors of inputs and outputs presents the front of theoretical research on DEA, which is of great theoretical and practical importance. In this thesis, in order to resolve the difficulties encountered by the existing DEA models used to evaluate the DMUs' relative efficiencies, IDEA efficiency set model and its parameter model are brought forward for interval number. And these models' proprieties are analyzed at the same time. Then a new order-sorting method is put forward when IDEA efficient DMUs' characters are deeply studied. Thus the theoretical base and method of IDEA'S theory is established, as well as the perfected theoretical system for existing DEA models.Because of IDEA parameter model, relative efficiencies of sample DMUs, which have fuzzy factors of inputs and outputs, can be identified. And projection analysis, clustering analysis and order-sorting of these DMUs can also be made. At the same time, we can upbuild the improved schemes for DMUs from inefficiency to efficiency and from fuzzy efficiency to efficiency in view of the decision-maker's preconception, which can supply decision-makers with useful information and is the foundation for farther controlling and managing. Finally, with the help of the analysis of the real example on the performances of 18 companies in China, we give an in deep analysis on the DEA evaluating system for performance appraisement as viewed from corporation's proprietor and other persons correlating with enterprise's interests, in order to overcome the shortage of the existing means for enterprise performance evaluation.
