The role of big science devices in promoting basic scientific research and cutting-edge scientific research has been widely recognized,because of its public nature and the ultra-long-term relationship between investment and return,in addition to promoting the value of basic scientific research,the government must consider other aspects of value,such as whether it can bring technological innovation and technical capability improvement to the industry,which is also an important practical trend and exploration direction for China to achieve the social and economic benefits of big science.Relying on large scientific devices to achieve technological innovation in the industry requires the cooperation between the management institutions of large scientific devices,that is,large scientific organizations and high-tech enterprises,so it is necessary to explore the institutional carrier of cooperation and innovation between large scientific organizations and high-tech enterprises.At present,"technology transfer based on laboratory" or "industry-university-research cooperation based on science and technology park" is still the main system carrier to obtain this benefit.However,this mode has also led to the imbalance of regional science and technology resources and insufficient incentive of industrial organization participation in our country.It is urgent to explore the new institutional carrier to meet the new requirements of our big science development.As a kind of market organization,industrial organization needs the system guarantee provided by the corresponding market.The market mentioned here is not the market in the economic sense,but the research on the institutional factors in the formation process of the market and the mutual construction mode among the participants from the perspective of social structure,which requires the construction of the government.This article is based on the theory of market sociology and club theory,through the view of the system,cognition and network of market sociology,the object of study is to analyze the institution construction of European big science market,and put forward some policy suggestions for our country.It is found that although the industrial technological innovation based on the big science device has achieved some results,there are still some problems such as the cognition difference between the big science device and industrial organization,the lack of power of participation of industrial organization,the cluster effect of the big science device is not obvious and the scarcity of applicable experiment conditions.Based on the case analysis of big scientific market in Europe,the thesis puts forward some suggestions for our country from three angles of system,network and cognition.
