| As an important part of vocational education,secondary vocational education(referred to as secondary vocational education in the text)is responsible for cultivating skilled personnel for modern enterprises.The development of secondary vocational education is an effective means to improve local people’s skills and ability to earn a living,which not only helps relieve employment pressure but also solves the problem of shortage of skilled personnel.As a quasi-public product,the local government plays a leading role in the development of vocational education.As the capital city of Sichuan Province,the local government of Chengdu actively implements the national policies,keeps pace with the times,and vigorously promotes the development of middle-level vocational education.Based on the new public management theory and quasi-public product theory,this paper studies the optimization of local government functions in the development of secondary vocational education in Chengdu,and analyzes the current status of local government performance,key problems and causes of local government performance in Chengdu through literature research,interview survey and case analysis.The content of the study includes the role and functions of local governments in the management of secondary vocational education;the management measures of local governments in the development of secondary vocational education in Chengdu;the problems and causes of local government performance in the development of secondary vocational education in Chengdu;and finally,the strategies for optimizing the functions of local governments in the development of secondary vocational education.The main functions of local governments in the management of secondary vocational education include the functions of overall planning,education legislation,multiple services,supervision and evaluation.In this paper,the problems include unbalanced investment of local governments in secondary vocational education,uncoordinated coordination of local governments in secondary vocational education,unavailability of local governments’ information service functions,and incomplete coverage of local governments’ supervision of secondary vocational education schools.This paper proposes corresponding countermeasures to optimize the functions and positioning of local governments in the development of secondary vocational education: first,increasing local governments’ investment of funds and resources;second,government strengthening the overall management;third,government increasing publicity;and fourth,optimizing the supervision and evaluation system.In this paper,we analyze the functions of local governments in the development of secondary vocational education and provide optimized countermeasures.The research results of this paper can provide some reference for local governments to promote functional education in the future,and enrich the theoretical research on the functions of local governments in promoting secondary vocational education. |
