Research On Social Exclusion In Industrial Poverty Alleviation

Industrial poverty alleviation is the first question put forward by General Secretary Xi Jinping in solving the problem of how to help China’s precision poverty alleviation work.As an important project for China’s poverty alleviation and opening up work during the 13 th Five-Year Plan period,industrial poverty alleviation can promote the upgrading of industrial structure in poverty-stricken areas,and the industrial development path will renew its vitality.At the same time,it will promote the economic growth of the poor and improve the sustainable livelihoods.Industrial poverty alleviation injects endogenous power into the region’s poverty alleviation,activates regional development momentum,and blocks the causes of poverty.Therefore,research on industrial poverty alleviation practice is extremely necessary.This paper takes the “Xing Chuang Tian Di” industrial poverty alleviation model in J County as an example,and uses social exclusion theory to study the social exclusion phenomenon in the current industrial poverty alleviation model.The survey found that D“Xing Chuang Tian Di is an industrial development model strongly supported by local governments to achieve poverty alleviation in the region and the poor.In the specific practice process,poverty-stricken households,which are the main targets of poverty alleviation and poverty alleviation,are excluded.Poor households tend to be in a disadvantaged position in the labor market.They are engaged in“poor”jobs and have very low economic income;the lack of economy and the poverty of individual ability make them unable to participate in the value chain of industrial development.The most immediate consequence of social exclusion at the economic level is poverty,and economic poverty makes people once again exposed to exclusion.In the practice of industrial poverty alleviation policy,the insufficient improvement of government policies has made the rights of poor households not guaranteed,and the participation mechanism and the right to speak have been seriously lacking.A serious lack of participation mechanisms and voice.The interests of poor households are difficult to express,and industrial poverty alleviation is difficult to benefit the target subject-poor households.The“stigma”of poor households and various forms of prejudice and discrimination make the poor households marginalized or even actively alienated in the process of industrial development.As a marginalized group,poor households are not only excluded from the economic,political and cultural life of the mainstream of society,but also excluded from various social relations because of weak access to social resources and lack of support from social networks.Social exclusion in the process of industrial poverty alleviation does not refer to who exclusion of whom,but more refers to a process in which the participating entities are dominated by the logic of the behavior in the interaction process and eventually lead to the marginalization of the poor households.The “corporatization” tendency of the government due to the demand for political achievements is often consistent with the actions of the government at the grassroots level,and the actions of the village committee and the government.Leading enterprises are in the process of maximizing the benefits while helping to strengthen and weaken.In the end,farmers gradually become marginalized under the combined effect of subjective and objective factors.In order to give full play to the huge potential of this model in the industry’s precise poverty alleviation,this paper puts forward policy recommendations from the following three aspects: First,the government gives full play to guiding role and perfects system design;Second,strengthen supervision and management of leading enterprises;Third,improve Participation of poor households.Industrial poverty alleviation is the main focus of the current poverty
