At the same time,we should soberly see that the task of poverty alleviation is still arduous due to the existence of large population base,deep poverty level and unbalanced regional development.The ecological fragile areas of ethnic minorities in the western region are the main battleground for poverty alleviation at present.Among them," the areas inhabited by ethnic minorities in Liupanshan,Ningxia,are ecologically fragile,dry and rainy all year round,barren land,gullies,frequent natural disasters and serious soil erosion." This article aims at The present situation of ecological migration project,rural labor transfer,urban and rural public goods allocation in poor areas of ethnic minorities in Ningxia,and the micro mechanism of poverty reduction in urban and rural infrastructure allocation under the background of population migration in minority agglomeration areas in western China are explored and revealed.On the basis of the theories of population migration,sustainable development of poor population in ecologically fragile areas,capacity poverty,poverty decomposition,ecological migration and anti-poverty,public goods allocation and anti-poverty,combined with spatial data from 1995-2016 and panel data from typical counties from2007-2016,this paper explores the poverty reduction effect of urban and rural infrastructure allocation in the context of population migration from the dual dimension of time and space using GIS geographic information system,OLS、FEM model and Hausman test,The results show that population migration is generally beneficial for poverty reduction Among them,the spatial poverty reduction efficiency of Hui people is higher,the migration of Hui people lags behind that of Han ethnic group obviously,showing the spatial pattern of ethnic population in Northern Han and Southern Hui.The article suggests that the relevant departments should give full play to the institutional advantages of "concentrating their efforts on major issues ",firmly establish the national idea of " one game " to tackle poverty,and pay more attention to the systematicness,integrity and synergy of governance of " spatial poverty trap ".Protecting social stability and national unity provide important basis for decision-making.
