Research On The Participation Of Individual Sports Association In Urban Mass Sports Governance

Under the general goal of the modernization of the national governance system and governance capacity in the new era,the government,sports social organizations,enterprises and other multiple subjects should be advocated to participate in the governance of urban mass sports.The individual sports association is an important subject to promote the modernization of the mass sports governance system in China.It plays an irreplaceable role in conveying social demands,integrating social resources and providing public sports services.As a sports association,its social influence is constantly improving.Beijing,as one of the four leading cities in the development of mass sports organization,has remarkable achievements in the governance of mass sports in the city,and also has a great room for improvement.Based on the systematic analysis of the individual sports association,a specific subject,participating in the governance of mass sports in the city,it has certain theoretical and practical significance.The purpose of the study is to clarify the basic connotation of the individual sports association participating in the urban mass sports governance based on the governance theory,through the methods of literature,interview and case analysis,and to explore the practical background and main functions of the association participating in the mass sports governance.Based on the analysis of the Beijing shuttlecock rope Sports Association,Beijing soft ball Association,Beijing Skating Association The paper analyzes the main ways of association participation in governance by empirical analysis of Beijing Association of bamboo,and further analyzes the problems and causes of the participation in governance of Beijing Single Sports Association,and puts forward corresponding countermeasures and suggestions.The results show that:(1)The realistic background of mass sports governance of Beijing individual sports association includes macro policy promotion,the attribute characteristics of mutual benefit and public welfare,self-discipline and professionalism of individual sports association,and the outstanding practical effect of association participation in governance.The main functions of the association’s participation in governance include the leading function of industry rules and regulations,the organization function of mass sports competitions,and the training function of improving project skills.(2)There are two main ways for Beijing individual sports association to participate in Governance:one is endogenous driven,which is reflected in the project operation and implementation path of internal spontaneous organization,and the resource integration strategy path of "promoting vertical with horizontal",represented by Beijing shuttlecock rope Sports Association;The second is the external driving type,which is reflected in the external guiding arrangement of the project operation implementation path and the "horizontal and vertical coordination" of the resource integration strategy path,represented by the Beijing Softball Association and the Skating Association;There is also a special case of the external driving type,that is,the single external dependent type,which is reflected in the implementation path of the project operation supported by the government,and the resource integration strategy path of "promoting horizontal with vertical",which has a profound path dependence on the government,represented by Beijing diabolo Association.(3)The problems of individual sports association’s participation in urban mass sports governance are as follows:first,the depth of association’s participation in governance is insufficient;The second is the limited unity and cooperation of the main body of governance,and the third is that it is difficult for the association to develop its members in the community.The causes of the problems lie in:first,in the vertical relationship,the government’s offside and absence of the management of the Association;Secondly,in the horizontal relationship,the strength of the association does not correspond to the urban level.The sinking of the community comprehensive association at the district level and street level is much higher than that of the city single Association;Third,in terms of internal and external relations,the association can meet the development needs of grassroots fitness team rather than survival needs.In addition,due to the limited human resources of the association,it cannot manage its members stably and effectively.(4)The countermeasures and suggestions are as follows:first,strengthen the guarantee mechanism of participation in the governance,the government should establish special laws and regulations for individual sports associations,support the staff of individual sports associations with policies,reduce the burden of daily management of individual sports associations,and promote the establishment of joint conference mechanism;The second is to improve the coordination mechanism of participation in governance.Colleges and universities cooperate with individual sports associations to promote sports standardization and specialization,and sports foundations cooperate with individual sports associations to expand the hematopoietic channels of associations;Third,the association should make clear the role of participation in governance,give full play to the advantages of professional associations,seize the opportunity of competition,and enhance its own strength.The backbone of the association should play the spirit of people-oriented volunteer.
