The education curriculum reform in the new era has changed from three-dimensional goals to the development of core literacy. The Assessment Management Center of the Ministry of Education has also proposed "one core","four layers" and "four wings",which puts forward higher requirements for quality education. As a historical college entrance examination open-ended test that embodies core literacy, there has always been a problem of low scores. This article will start from the SOLO layered evaluation theory, and analyze its application in the evaluation criteria and test question assignment system of the history test.By sorting out the open questions in the national college entrance examination history papers in recent years,it is concluded that the characteristics of the open questions are the diversification of proposition carriers, the novel and diverse types of materials, and the flexibility of the questions.Through interviews with teachers of schools at different levels in Tongliao City,it is concluded that teachers generally believe that students’ answers to this question are not very good.Students spend less time reviewing questions and are anxious to answer the questions. When the type of materials is difficult, they cannot understand the true nature of the materials.meaning.Through the interviews with the students and the analysis of the test papers,we can roughly find out several types of problems that the students have. The lack of knowledge transfer and application ability, the lack of multiple and profound understanding of historical facts, and the confusion of logical thinking. Finally, coping strategies are put forward from two levels of teachers and students. At the teacher’s level, first of all, they must have a deep understanding of the theory of SOLO’s hierarchical evaluation method, and make the difficulty step by step in the usual training, and carry out targeted guidance and time-limited training. At the student level, they must first read the materials, carefully review the questions, and then maximize the extraction of effective information from the materials, construct an answering model for open-ended exams, and answer questions using historical terms and historical perspectives.
