The development of school-based curricula is an important way to implement the threetier curriculum management system of "national,local and school",and plays an important role in making up for the shortcomings of the national curriculum and enhancing its adaptability.In the context of building a modern vocational education system,the development of school-based curricula is a key initiative to deepen the curriculum reform of secondary vocational education,and helps to promote school-enterprise cooperation and thus achieve a deeper integration of industry and education.Based on the analysis of the basic requirements for the development of school-based curriculum for tourism service and management majors in secondary schools,this study conducted a survey on the current situation of school-based curriculum,summarized the problems and experiences of school-based curriculum development through questionnaires and interviews,and then established a school-based curriculum development model based on the enhancement of vocational literacy and proposed corresponding development countermeasures,including the following.(1)Interpret the Teaching Standards for Tourism Services and Management in Secondary Vocational Schools and summarize the basic requirements for school-based curriculum development: firstly,it should be based on the tourism services and management profession,including clarifying the nature and positioning of the curriculum,fitting the professional training objectives and strengthening professional ethics education;secondly,it should highlight the characteristics of vocational education,including focusing on cultivating students’ professionalism as well as paying attention to the dynamics of the tourism industry and promoting school-enterprise cooperation.(2)A survey on the current situation of school-based curriculum development was conducted to understand the problems in school-based curriculum development and collect teachers’ suggestions on the one hand,and to select existing school-based curriculum for case study analysis on the other.The results of the survey indicate that there are problems in the development of school-based curriculum,such as the single subject of development,the lack of awareness and ability of teachers in curriculum development,and the lack of attention from schools,while the teachers’ suggestions are summarised as being based on regional culture and enhancing professionalism.As for the results,it was found that the work process-oriented curriculum design helps to enhance students’ vocational literacy,but there are problems such as lack of VET type characteristics,outdated cases and data,lack of regional characteristics in the content and lack of curriculum standards to guide the implementation.Based on the findings,the study concluded that realising the value of the curriculum is the core issue of school-based curriculum development,and pointed out that enhancing vocational literacy is the key orientation of school-based curriculum development for tourism service and management majors,thus forming the basic idea of constructing a school-based curriculum development model.(3)Construct a school-based curriculum development model based on vocational literacy enhancement,including the establishment of a curriculum development organisation,clarification of curriculum objectives,determination of curriculum content,design,implementation and evaluation,and formulation of curriculum standards,and propose corresponding implementation measures accordingly.The first step is to establish a curriculum development organisation based on school-enterprise cooperation,which includes teachers,tourism experts and curriculum experts;the second step is to design the curriculum objectives based on three steps: clarifying the concept and rationale,conducting environmental analysis and establishing a curriculum objective system;the third step is to determine the curriculum content by selecting and organising the curriculum content and developing school-based teaching materials;on this basis,course implementation suggestions are made and the curriculum evaluation focusing on vocational literacy is clarified.Finally,the basic components of the curriculum standards are clarified and recommendations are made.
