As China enters a new era,As an important material carrier of sports industry,sports industry bases will play an important and crucial role of demonstration,radiation and drive in the process of high-quality development of sports industry.Shandong Province,as a large economic and sports province,sports industry development momentum is good,the scale of sports industry has climbed significantly,the industrial structure is becoming more reasonable,the industry main body is growing,the industry carrier is more high-end and thick.At present,Shandong Province has cultivated and created 24 national sports industry bases and 135 provincial sports industry bases,but through the research found that there are still spatial layout is not reasonable,the layout of the industry scale is not strong and other real problems,affecting the high-quality development of Shandong Province sports industry to speed up and comprehensive momentum.Therefore,the thesis takes the layout characteristics and optimization path of sports industry bases,quantitative analysis method and field survey method and other research "spatial layout and industry layout" of bases,along the "theoretical basis → spatial characteristics → layout characteristics → model construction→model construction → model construction".(1)The spatial layout of sports industry bases in Shandong Province is based on the two main lines of "spatial layout and business layout",and the following conclusions are drawn.(1)The spatial layout of sports industry bases in Shandong Province mainly presents the distribution characteristics of "three cores and scattered around".The number of distribution gradually increases from west to east and decreases from south to north,showing an overall unbalanced distribution.’s I index shows that the global distribution is random.(2)The layout of sports industry bases in Shandong Province mainly shows the characteristics of prominent and diverse industries.The sports industry bases in Shandong Province have formed sports industry clusters with sports goods manufacturing,sports competition and performance,sports fitness and leisure,and sports stadium services.The characteristics are:clustering,regionalisation and traditionalisation,branding,coupling,agglomeration,diversification and carrier,as well as scale,innovation and platform.(3)The layout of sports industry bases in Shandong Province has the main problems of imbalanced layout and weak industry.In terms of spatial layout,the bases are randomly distributed and fragmented;the bases are unbalanced,showing "strong in the east,flat in the middle and weak in the west";the base diffusion,radiation and scale effect are not fully played.The layout of the industry:the scale of the industry needs to be improved,and the level needs to be upgraded;the integration development needs to be deepened,and the pull of"sports+" is not strong;regional synergy needs to be strengthened,and the overall layout of the industry is unbalanced;supporting facilities need to be strengthened,and the release of policy dividends is hindered;coordination mechanism needs to be improved,and there is a lack of specialized professionals.(4)The layout of sports industry bases in Shandong Province is mainly influenced by the factors of location advantage,product and industry chain and governmental behaviour:the study tapped into the three main categories of location advantage,governmental behaviour,product and industry chain that influence the layout of bases with the help of rooting theory,and constructed a theoretical model of key factors driving the layout of bases.The model was then empirically tested by means of structural equation modelling,and the results showed that good location advantages of sports industry bases,complete and rich product and industry chains and sufficient government support drive the quality of sports industry base layout in Shandong Province,while there is an interconnection relationship between the three.Finally,on the basis of grasping the macro layout characteristics and micro influencing factors of sports industry bases in Shandong Province,and rooted in the realistic challenges and practical shackles of sports industry base layout in Shandong Province,this study proposes six major optimisation paths for sports industry base layout in Shandong Province.(1)Strengthen top-level design,and the government guides the high-quality development of bases.On the one hand,do a good job of policy coordination.Strengthen the project management,standardize the operation system,improve the annual declaration of bases,evaluation system and operation process,and accurately grasp the base dynamics;on the other hand,provide institutional protection.Grasp industry statistics and other basic work.Improve financing and taxation policies.Actively encourage all units,projects and regions to cultivate and create base characteristic brands according to local conditions.(2)Scientific planning and layout to achieve new development of the base’s misalignment and synergy.Spatial layout continues to make efforts:closely follow the layout characteristics of Shandong Province,"one circle in the same city,common construction and sharing",and reverse the situation of "strong in the east,flat in the middle,weak in the west The situation of "strong in the east,flat in the middle and weak in the west" has been reversed.The layout of the industry is constantly being updated:cultivating major regional IP events and promoting a high level of conversion of the service industry,for example.Accelerate digital transformation.Aim at the integration of sports,education and tourism to accelerate the integration of sports industry.(3)Stimulate endogenous momentum and iterative upgrading of the innovation product industry chain.On the one hand,promote factor-driven to innovation-driven transformation.Incubate a number of "specialized,high,precise,new and strong" institutions,prepare for competitions to promote the conversion of innovation results,and establish a consistent training model for industry,academia and research talents.We will form an "endogenous and closed-loop" of innovation and entrepreneurship among the relevant subjects of the base,and collaborate to break the limitations of single-factor isolation and static passive research,and shape a coupling mechanism of innovation and entrepreneurship empowerment.(4)Digital empowerment transformation,accelerating the base management platform to enhance quality and efficiency.Build a sports industry base platform to promote the digital transformation of the base.Mining real-time effective data through Sports+Big Data and Sports+Internet of Things to build a modern industrial chain of data platform and big data services.Form three digital platforms in the base’s public service hall,industrial resources trading service centre and sports intelligent manufacturing gathering service to integrate relevant resources,promote the flow of elements and provide rich results.(5)Build a financial platform to help the coordinated development of the base’s government,enterprises and society.On the one hand,establish a financial service platform for Shandong government bases.Support personalised credit product development,realise supervision of intangible asset benefits and encourage innovative fund-raising behaviour of the base.On the other hand,establish a base financial information platform,promote the collaboration of banks,securities,insurance,leasing as well as funds and other financial institutions,develop sports insurance derivatives,and create a new generation of payment and credit system with intelligent technology.(6)Upgrade consumption scenarios and promote the quality and expansion of sports consumption bases.Firstly,we will expand the sports consumption voucher and sports consumption season activities.Launch the "Night Sports Exchange" and create a"consumption card demonstration area".Secondly,we will continue to optimise the sports consumption environment.Third,use health promotion as a port and fitness and leisure as a focus to fully stimulate demand for sports consumption.Fourthly,smart technology will promote the optimisation of the sports consumption structure,sustaining independent research and development capabilities and promoting the upgrading and transformation of the service industry. |
