In the developed countries, the development of sports industry in its national economic growth, occupies a pivotal position, especially that its sophisticated sports industry has gradually moved towards the clustering development. Basketball tournament industries in the Indiana City of the United States are developing and it is the basketball capital of the world. Atlanta is known as sports center because of its advanced sports facilities. Osaka in Japan, based on the first-class sports facilities, plans to build world Sports Park to widen the public participation and establish a good sports environment. Once this park formed, it will further attract domestic and foreign accumulation of fitness entertainment, forming a large-scale fitness and entertainment clusters. Foreign proven:sports industry cluster can take a resource advantage greatly and realize scale effect on economies, and it's an inevitable trend to promote regional economics.In recent years, the economy of some developed provinces'sports industry of China is developing rapidly, including the fitness recreation, competition performance, technical training and consulting intermediaries, or the modern service industry. More and more sports consumers choose spending on fitness from individuals to families. Some cities are not satisfied with the decentralized extensive business model on sports service, such as Shenzhen, Jinjiang, Chengdu, Beijing, and so on. To promote the further development of local sports industry, some of these cities are setting up the sports industry park or the sports industry base. This phenomenon indicates that with the accelerated process of urbanization and the rapid development of modern service industry, sports service of the city is constantly accumulating to the service industry clusters. At this point, integrating the industrial clusters, the unique industrial organization, into the regional sports service industry can better reflect its strong economic and market prospects, and promote the rapid growth of the regional economy as a whole.This study aims to explore a number of factors which mainly impact the China's sports industry cluster and the correlations of the factors according to the method of literature interview, questionnaire and relating the model with demonstration. Then the author analyzes the status quo of the development of China's sports industry cluster from the factors. Lastly propose suggestions and make China's sports industry cluster formation models. The main results are as follows:1,This paper firstly described the status quo of the development of China's sports industry cluster and its competitive advantages. Then systematically define and card the related content about the sports industry clusters.2,The paper made the model of the factors firstly with the relevant theories, and extracts 33 factors that aspect the China sports industry formation from the regional advantages, product and industry chain and the government of supporting systems. Then the paper conducted a survey to the sports industry staff in Beijing, Shanghai, Shenzhen, Jinjiang and Chengdu, which aims to evaluate the 33 impacts. Finally, the author concluded five main factors:geographic conditions, government policies, innovative environment, socio-economic and human terms.3,This paper put forward the hypothesis and verify the assumption by empirical study, and made system model and effect diagram of the formation of the sports industry cluster for the five factors.4,The paper analyzed the status quo of the development of China's sports industry cluster from the five main factors.5,Finally this paper proposed some policy recommendations and model ideas to the development of China's regional sports industry cluster according to China's national conditions and 33 factors of the evaluation results.
