A Study Of Policy And Practice On "Combination Of Medical And Nursing" Pension Mode Under The Background Of Healthy Aging

China’s aging population ranks first in the world,the aging population,the number is rising,and the demand for elderly care is becoming more and more diverse;At the same time,with the miniaturization of family size and the intensification of disease patterns and health risks,the traditional pension model has been unable to meet the increasingly severe pension problems in China.The 18th CPC National Congress proposed to actively respond to the problem of population aging as the basic strategy for China to face the aging society and solve the problem of aging.For a long time,the field of elderly care services in China has developed slowly,medical and elderly care services have been separated for a long time,and the development of healthy aging is facing great challenges.How to improve the quality of life of the elderly in their later years,how to provide more complete elderly care services to improve the happiness index of the whole society and achieve the goal of healthy aging has become a major problem faced by the government.The mode of combination of medical care and nursing provides new ideas for China to deal with the problem of aging,and the government has also given multi-level support to the development of this emerging mode from the policy level.From the perspective of welfare pluralism,this paper studies and analyzes the relevant policies in the implementation of the integrated medical care and elderly care model in L City,and takes t elderly care service center as a typical case.By analyzing the responsibilities of the government,market,family and other service providers in the development of integrated medical care and elderly care services,it is concluded that the integrated medical care and elderly care services with the participation of multiple subjects are conducive to meeting the current multi-level elderly care needs of the elderly Reduce the financial burden of the government and promote the realization of the goal of healthy aging.However,there are also a series of problems in the process of policy formulation and practice.The policy level is mainly reflected in "imperfect industry standards;cumbersome government subsidy acquisition process;inadequate connection with the medical insurance system".The service practice level is mainly reflected in "low occupancy rate of institutions;single service supply mode;high mobility of medical and nursing staff;high operating cost and high pressure of institutions;lack of supervision on service quality".This series of problems restrict the efficient development of integrated medical care services and are not conducive to the improvement of the quality of integrated medical care services.Therefore,through the analysis and discussion of relevant works,local policy documents and practical experience,this paper puts forward optimization suggestions for the development of medical care combined with elderly care model from the three levels of family,government and market,so as to help the further development of medical care combined with elderly care service model in L City,improve the quality and level of elderly care service,and build a healthy aging social environment.This paper is discussed under the support of welfare pluralism theory.It is hoped that this paper can provide some empirical guidance for the formulation and implementation of the policy and the development of services of the integrated medical care and elderly care model in L City,and provide ideas for the development of integrated medical care and elderly care services in a wider range of areas.It is hoped that the elderly care atmosphere of "having something to do,having something to support and having fun for the elderly" will be realized as soon as possible,and the goal of healthy aging will be achieved as soon as possible,Every old man living in China can enjoy a happy old age.
