Comparative Study On Chinese And Foreign Medical Care Combination

Nowadays,all over the world are facing the population aging.Based on the total population in China's national conditions,China's population aging trend is accelerating.The structure features of the elderly population of disability,alzheimer,old,empty nest and the family structure miniaturization have become increasingly outstanding.The gravity and complexity of the population aging have made our country more difficult in terms of response.The development of domestic medical care combination service mode has achieved some success,but the concepts and functional division of the medical and care still have no unified guidelines.In particular "medical care separation" form is not only out of the original mode of mind,but also to bring a challenge of the development of existing medical care services.Chinese and foreign compare of medical care combination is not only an inevitable measure to learn from foreign experience and excellent theory,but also a new way to allocate medical and old-age resources rationally.Through the literature research method and the case analysis method,the thesis has elaborated the present situation of medical care combination in Chinese.At present,Chinese medical care combination focuses on the integration of medical institutions and pension institutions.There are four main forms:pension institutions self-investing hospital,the hospital team directly operating nursing homes,the medical resources of community hospitals radiating to the nursing home,health care public hospital assigning personnel to station in the nursing home.In terms of medical care combination radiating to home care field,our country has explored in some areas,and formed the main form of community service and on-site daycare center and other services.The two types of development mode made a specific introduction through the typical case.Although a variety of exploration and practice,we have not yet formed a unified definition of medical care combination.There are still many outstanding questions:imperfect medical care combination old-age service system and the regulatory system,inadequate healthcare professionals,narrow funding channels,incomplete laws and regulations of dividing the medical care standard,multiple government management,difficulty supervision policy.Through comparative study method,the thesis has elaborated the experience of Britain,Denmark,Japan and Germany in care insurance and compared the Chinese medical care combination development situation with the four countries'in the system,operators and fair and other aspects.We has concluded a clear coverage of Chinese medical and care,namely,all of acute,severe patients who need related professional medical treatment provided by medical and care personnel——a "medical" category.While those with health or in the late illness convalescence,disability,although they also need some of the medical services,because of the continuity and long-term of its services,it should be attributed to"care" of the range.For the different divisions of medicine and care,in the future we need to define that payment method of "medical" category can be reimbursed in cash,and payment method of "care" category should be based on service-oriented way,in order to ensure to improve service quality.This is in great need of explicit place.Finally,based on Chinese and foreign compare of medical care combination,we will raise proposals to develop medical care combination under the background of an aging population.First,we need to innovate ideas,establish the principle of justice,solidarity,and emphasize the unity,continuity of medical and care,and respect the rights of self-selection.Second,improve relevant laws and supporting measures.In line with national conditions,we must explore and establish long-term care insurance.Further,we need to formulate standards of dividing medical and care,and expand services,improve the supervision and assessment system.Finally,we need to achieve the integration of financial,human resource,information resources and other services under government guidance.The innovation of this thesis is to introduce several cases of medical care combination,which makes us more intuitively understand the current development of medical care combination in China.The Chinese and foreign comparison of the system,operators and fair and other aspects is also less involved by predecessors,which has highlighted the innovation of the thesis.
