| In 2021,the Ministry of Education announced that the basic balance of compulsory education in China has been fully realized,marking a new stage of China’s compulsory education from balanced development to high-quality and balanced development.In order to optimize the distribution of basic education resources and promote equity in education,several places across the country have promoted the collectivized school-running mode of compulsory education,and explored the use of the collectivized school-running mode to promote the quality and balanced development of compulsory education.The collectivized school-running mode plays an important role in expanding the supply of high-quality education resources,but it still faces many problems in self-construction and leading the development of high-quality education.This paper takes Beijing M Education Group as the research object,adopts literature research method and case analysis method,combines public goods theory,public choice theory and educational equity theory,and collects data through questionnaire survey of teachers,interviews with principals’ cadres and interviews with parents’ representatives.The development background,development process,achievements and existing problems of education group are discussed and studied.Through analysis and summary,it concludes that there are some problems such as government layout and guidance,insufficient financial support,imperfect internal and external supporting system,and imperfect overall supervision and evaluation system of the group.To collectivize school-running problem phenomenon caused by the external and internal factors,this paper optimized layout and government guidance,strengthen the financial fund balance protection,refined,form a complete set of management system and implement,perfecting the supervision and evaluation and incentive system four big aspects,promote the development of collectivization school-running optimization is put forward,so as to further promote the path of balanced development of compulsory education quality countermeasures.It is hoped that these explorations can provide some ideas for solving the problems faced by group running schools and provide some references for speeding up the balanced development of high level compulsory education. |
