With the popularization of the nine-year compulsory education basically universal, compulsory education in China has entered a new stage, but seeing the results at the same time, we should also recognize that there are still a lot of problems for compulsory education, the new situation, new problems also appear repeatedly:the compulsory education equity and the gap is still large, the education gap between urban and rural areas and between the eastern and the middle, western regions, the problem is still outstanding, it is still a lack of the funds and guarantee mechanism of teachers of rural education, the problem of the difficulty of school choice and key school remains unresolved. Especially, the problem of imbalance between eastern and middle, western region has become one of the main factors restricting the further development of China’s compulsory education, therefore, in the process of promoting the balanced development of compulsory education, to promote the balanced allocation of compulsory education resources is not only an important embodiment of the basic principle of fairness in education, but also an important value of the compulsory education policy in China.This paper is mainly composed of the total of five parts:the introduction, analysis of fair value orientation of compulsory education policy, analysis of the present situation of balanced allocation of resources of compulsory education, analysis of implementation on balanced allocation of compulsory education resources and conclusion of the research and suggestions.The first chapter the introduction mainly introduces the research background, research significance, research ideas and methods, research status at home and abroad, the innovation points as well as the theoretical basis and the related definition of the core concepts.The second chapter is mainly to sort out the compulsory education policy in our country, and analyses the change of the pursuit of value of compulsory education policy in China.The third chapter is to use empirical data of31provinces in the years of1998-2011, processing from the analysis of the starting point of compulsory education equity and equity of resource allocation, with key indicators of students enrollment rates in primary and secondary schools、per student education funding、regional public education funding、student campus area、the student-teacher ratio,analysis the present situation of China’s resource allocation in compulsory education.The fourth chapter is mainly to analyze the realization degree of resource allocation of compulsory education in China through carries, mainly begin with the analysis of balanced allocation of compulsory education resources comparatively between the development of compulsory education in the eastern region and the central and western regions in the past ten years, on this basis, analysis the reason of imbalanced allocation of compulsory education resources that appears.The fifth chapter is mainly to put forward some conclusions and suggestions, the reason of imbalanced allocation of compulsory education resources, and according to gap between value pursuit of the policy of compulsory education of our country and the current situation of compulsory education equalization.The study shows that:on the whole, the development of compulsory education in China is gradually tending toward equilibrium, coinciding with the demands of value of compulsory education in China, it is the pursuit of justice and equality of education, but the actual situation shows that there is still very large gap of funds for compulsory education between different regions, and non-equilibrium situation has not been fundamentally changed。Therefore, the government as the main provider of public product for the compulsory education, should make further efforts to overcome problem of imbalanced allocation of compulsory education resources and realize of demands of value of China’s compulsory education system...
