During the "14th Five-Year Plan" period,the focus of the construction of my country’s rural old-age security system is multi-level development.With the continuous advancement of urbanization,the number of left-behind elderly people in rural areas continues to increase,the problem of aging is becoming more and more serious,and the proportion of the population living alone is also increasing year by year.At present,in rural areas,it is difficult to realize the demands of farmers to raise children to prevent the elderly,lack of support from all parties,rely only on government subsidies,and it is difficult to guarantee the quality of life of the elderly.Based on this,how to improve the rural elderly care service system is a very meaningful work for the elderly in rural areas,especially for the elderly living alone in rural areas.Strengthening the construction of rural social old-age security system is the implementation of my country’s national strategy to actively respond to population aging,and is also a key measure to ensure the survival and development rights of the rural elderly and promote common prosperity.From the perspective of social support,this study selects some rural areas in Beijing and Hebei,and investigates the current status of old-age care for the elderly living alone in rural areas through in-depth interviews.The survey found that the life of the elderly living alone in rural areas is relatively difficult at this stage,mainly facing the problems of lack of medical security,lack of emotional support,and insufficient support for multiple pensions.By analysing the reasons for the plight of elderly people living alone in rural areas,the author proposes,with the support of a welfare pluralism perspective,to explore the integration of fragmented social support resources in rural areas and better pool resources and social forces to provide high quality and efficient elderly support for elderly people living alone in rural areas,which will help establish a pluralistic elderly care service system and stimulate the role of multiple subjects.The main recommendations are as follows: firstly,from the government’s perspective,break down institutional and policy barriers,but also strengthen the integration of service functions between the government and multiple subjects,enhance policy support for the elderly living alone in rural areas,guarantee the comprehensive construction of their elderly care system and the reasonable allocation of elderly care resources;secondly,based on family elderly care,strengthen the construction of family filial culture,promote mutual help in elderly care,improve the quality of life in old age and enhance the Third,market-oriented,promote the participation of rural elderly institutions,improve the evaluation and supervision mechanism of elderly institutions,optimise the service supply of elderly institutions,and not completely encourage free market competition in the supply process,but require the government to shoulder certain responsibilities in the service supply;fourth,it is necessary to fully tap the geographical resources,strengthen the arrangement,visit and assistance for the elderly living alone in rural areas,form mutual aid pairs and continue to develop and expand,and improve the level of rural elderly care services;Fifth,the auxiliary function of volunteers should be given full play to enhance public awareness of participation and improve the level of rural elderly care services;sixth,the professional knowledge of social work should be fully utilised to integrate it into the home care activities of the elderly living alone in rural areas,so that they can be better integrated into their families,improve the quality of elderly care services for the elderly living alone in rural areas,improve the community elderly care institutions’ staff quality,connect the various resources available in the countryside,promote policy implementation and leak detection,promote precise household entry and professional intervention,carry out resource mining,promote the entry of voluntary forces and social capital,better provide a full range of services for the elderly living alone in rural areas to realise the diversification of elderly care services,improve the elderly care protection system for the elderly living alone in rural areas,and open up the last "The study on social support interventions for the elderly living alone in rural areas has been strengthened. |
