After entering the new century,the process of aging and declining birthrate in China is accelerating,and the challenge of long-term stable and balanced development of population is becoming more and more serious.According to the data of the seventh census,China’s population aged 65 and above has reached 13.50%,and it has entered a moderately aging society.The proportion of the population aged 0-14 is 17.95%,which is 1.35 percentage points higher than that of the sixth census.However,in 2020,there will be only 12 million new students in China,and the total fertility rate will drop to a historical low of 1.3.Under this background,according to the requirement of long-term stable and balanced development of China’s population,it is necessary to study China’s current birth policy.Through the combing of China’s current fertility policy and the current situation of female fertility,combined with the theory of social roles,the theory of rational selection of marginal children,and the "three-stage" theory of population transformation,this paper expounds a series of non-coordinated problems that exist between China’s current fertility policy and female fertility.For example,the relaxation of fertility policies and the decline in women’s willingness to have children,the increase in fertility support and the reduction of women’s fertility behavior,the policy guarantee to strengthen women’s employment and the delay in women’s childbearing time,the policy to strengthen the coexistence of male parenting responsibility and "widowed parenting",and the difference between fertility policy and female individuals in "fertility goals".It shows that China’s current fertility policy has not fully exerted its due policy effect,and women’s fertility willingness and fertility behavior have always hovered at a low level.At the same time,through the analysis of the causes of these problems,it is found that there are imperfections between China’s current fertility policy and women’s needs,and the following points are proposed:1.Shaping the new roles of modern men and women,highlighting the female perspective;2.Improve the coordination between fertility policy and women’s fertility goals;3.Promote the balance of women’s "family and work";4.Build a fertility-friendly society and advocate a benign fertility culture;5.Increase the financial support for women’s fertility and parenting.In order to improve the fertility willingness and behavior of women and the effectiveness of the fertility policy by optimizing the fertility policy. |
